Bridford Parish Council Minutes of 3rd October Meeting

Minutes of a meeting of Bridford Parish Council held at Bridford Village Hall on Monday 3rd October at 7.00pm
Present: Cllrs F Miles (Chairperson), Geoff Hearnden, R Dowding, A Lord, T Evans, Simon Lee (Dartmoor Ranger), Mrs J P Banks Clerk, Dst Cllr Ford attended for part of the meeting
Before the meeting began, the Chairperson presented the award for the Best Kept Allotment to Francis and Daphne Leversedge who left after the presentation.

The Chairperson welcomed Simon Lee and invited him to speak
Simon explained the Dartmoor Community Paths Scheme and then gave a report about what has been and is currently, happening within the Parish including the Rights of Way review. Rangers are currently trying to involve Parish Councils and community groups with the opportunity for volunteers to be involved at any level. The scheme is very open and wide and one idea is to organise community days when everyone can come together to help.  Simon will list all the jobs that have been done and are yet to be done in Bridford at the moment and email the list to the Clerk.

Cllr Hearnden commented about the description of Bridford in the Dartmoor Local Plan.  The consultation is open for the new Local Plan.  Details to be circulated to Councillors with the item being on the Parish Council agenda for November

3 Public Discussion – Nothing to bring to the attention of the Parish Council
The Chairperson then welcomed Dst Cllr Ford and brought forward item 12 inviting her to speak
Dst Cllr Ford spoke about the Boundary Commission changes.  The Teign Valley will lose Dunsford and gain Hennock.  This will be effective from the 2018 elections.    Airband is having connection problems and is not likely to go live now until the end of November.  With regard to the mobile signal, the providers have yet to put the connections onto the new mast.

MATTERS ARISING
4 Minutes – the Parish Council resolved to approve the minutes of the Parish Council Meeting held on 5 September 2016 as a true and accurate record of the meeting.
5 Allotments – there are still three half plots and one full plot vacant.  The grass cutting contractor will be requested to include them all when strimming the grass at the allotments.  The invoices have been sent out for the annual allotment rents which are due for payment on 1st October.
6 Play Area – Cllr Price has met with the Clerk to look at the broken connection on the rope climber. The Parish Council agreed that Colin Banks should be authorised to see what work is required and to proceed with the repair
7 First Aid Course and Defibrillator – the recent first aid course saw twelve people signing up to attend with fourteen turning up on the night.  Although attendees were advised at the outset that donations would be welcome, it was disappointing that only £20 was collected from those present.  The Chairperson commented that the Parish Council had been charged for the session for the first aid course.  The Parish Council had previously agreed to make a donation of £25 to First Responders and a cheque will now be sent.

David Wood has agreed to run a second first aid course as there would appear to be sufficient interest to do so.  This will be publicised in Unity with a suggested donation of £3 per person.  The Clerk will see if she can obtain the bank details of the First Responders so that attendees at the first course can, if they wish donate retrospectively.  It was then suggested that a ‘part 2’ course should be organised to instruct and familiarise people with the defibrillator.

The defibrillator has been ordered and should be arriving any day.  The Clerk will contact Dean at the Bridford Inn and the electrician to organise the installation of the cabinet.

8 Village Garden – the conveyancing solicitor at Kitsons has given an estimated figure of £500 plus VAT to transfer the title of the Village Garden to the Parish Council.  The Parish Council agreed that an estimated

figure was not acceptable as this amount could rise considerably and there may well be additional extras. It was understood at the outset that the Parish Council would receive a considerable discount.  The Clerk will contact Kitsons to obtain further information

9 Smoking in Bus Shelter – the Clerk already had some no smoking signs and has put one up in the bus shelter
10 Dog Fouling – Teignbridge are no longer putting out any more dog waste bins and due to the toxic level of such waste now being considered a lower risk. dog waste can be put in ordinary waste bins, but must be bagged.   A notice has been put on the litter bin by the phone box but not on the one by the bus shelter as this is not considered appropriate as people sit in the shelter.   It was suggested that owners of the land where there is a problem should put up notices reminding dog owners to pick up after their pets.

ITEMS FOR DISCUSSION
27 Casual Vacancy in the Parish of Bridford – the Parish Council discussed and considered the three applications received for this vacancy and with a majority vote it was decided to co-opt Jennifer Padgham.  The Chairperson will write to all three candidate to advise the decision.
28 Parish Council Contribution to PO rent of Village Hall – the Parish Council resolved by majority to increase the amount by which it subsidises the Post Office rent for the Village Hall to £4.00 per session. This is an increase of 50p per week.  There was one dissenting voice.
29 Checking the Bridford Footpaths – Councillors consulted the local map and list of footpaths within the Parish and were allocated footpaths to walk and report back any problems.
30 Parish Council Meeting dates for 2017 – the list of dates for the 2017 meetings was put forward.  Meetings will continue to be held on the first Monday of the month unless it is a Bank Holiday when it will be moved on a week.  There will be no meeting in August (summer recess) and the Clerk requested as an exception, that the January meeting should be held in the afternoon commencing at 2.00pm.

26 Allotment Refunds – earmarked funds.  None of the allotments that have been given up have been left in an acceptable state by the tenants and therefore refundable deposits taken at the time of the agreements have not been returned, the monies being utilised to keep the plots cut back until new tenants are found.

The figure for earmarked funds in respect of allotment deposits has therefore been reduced to £90 and this needs to be agreed and minuted  This represents three half plots and one full plot.

The Pensions Regulator – requirement to comply with new pension regulations regarding legal duties to all employed staff.  Confirmation of declaration.

Bridford Parish Council Minutes of September 2016 Meeting

Minutes of  a meeting of Bridford Parish Council held at Bridford Village Hall on Monday 5th September at 7pm
Present: Cllrs F Miles (Chairperson), G Hearnden, E Price, A Lord, T Evans, R. Dowding, Mrs J P Banks (Clerk), Cnty Cllr J Brook attended for part of the meeting.  There were no members of the public present.

Declarations of Interest – none
Public Discussion – the Chairperson read out a letter from a Parishioner regarding smoking in the bus shelter and the problem of dog fouling in the village. After a short discussion, it was agreed that the PC ownsthe bus shelter which is deemed an enclosed public space where smoking can be banned.  The Clerk has some no smoking signs which will be laminated and put up in the shelter.  There is an ongoing problem with dog fouling in the village.  There are two existing dog waste bins at the Woodland Park and at the end of Butts Close.  The Parishioner has asked if there could be two more situated on the grass at Oxenpark Gate and on the corner at the top of the back lane to Christow where there are particular problems.  It would not be a good idea to move the one at Butts Close to Oxenpark Gate and if additional bins are requested there is likely to be a charge for them and possibly to empty them in addition to the existing ones.   The Clerk will contact the Teignbridge to find out if it would be possible to obtain two more and at what cost.
MATTERS ARISING
Minutes – the Parish Council resolved to approve the minutes of the Parish Council Meeting held on 4 July 2016 as a true and accurate record of the meeting.
Allotments – the allotments representative has advised the PC that another allotment holder wishes to give up their plot.  This means that there will now be three half plots and one whole plot vacant.  These will continue to be advertised and details will be sent to new arrivals in the Village.  With there being no PC meeting in August,  the judging of the allotments was overlooked this year and the cup was therefore not presented at Christow Show.  The Clerk will make arrangements for the allotments to be judged in the next few days and the cup will be presented at the October PC meeting.
Play Area – Cllr Price will meet with the Clerk to look at a broken fitment on one of the swings and make enquiries as to the cost of repair.  TDC has not returned the gate padlock. The PC agreed that the Clerk should purchase a new padlock and chain with additional keys.
First Aid Course and Defibrillator – the First Aid course will go ahead on Monday 12th September at 7pm in the Village Hall. There are now ten residents who wish to attend.   Enquiries have been made regarding the purchase of a defibrillator.  The Parish Council resolved to proceed with the purchase of a Cardiac Science (as recommended by the First Responders) Powerheart G5 Fully Automatic model with a heated Storage cabinet.  The Clerk will obtain a final price and advise Councillors by email prior to placing the order.  The Parish Council agreed to utilise the earmarked funds from the proceeds of the contents of the textile bank to put towards the cost together with grants from Dst Cllr Ford, Cnty Cllr Brook and TDC Electors’ Fund.
Village Garden – Dominic Hollingsworth has kindly agreed to organise the services of a member of staff at Kitsons Solicitors where he is a partner, to undertake the conveyance of the land from the executors of Mrs Garforth and Mr Steer to the Parish Council.  Details have been sent to Dominic who will get back to the PC with an approximate cost for the legal services, acting for all parties.
Casual Vacancy in the Parish of Bridford – there are now three prospective candidates applying for the Parish Councillor vacancy.  The Clerk will contact them to ensure that they are aware of the  qualifications required to be a Councillor and to establish that they are all eligible.  The PC would then hope to be in a position to make their choice to fill the vacancy, at the October meeting.
Cnty Cllr J Brook jointed the meeting at 7.40pm.  He was welcomed by the Chairperson and invited to speak
Cnty Cllrs Report (item 12) brought forward – there were no specific issues to report.  The PC asked about the progress with the repair / restructure of the bridge at Leigh Cross.  Cllr Brook stated that there is an element of resistance to putting a solid barricade in place as this would cause great problems if it was knocked into the river.  He advised that as the PC is obviously concerned about the delay in arranging a

permanent solution and about the temporary hazard barrier, it should write to Head of Services, David Whitton.  The letter will be signed by the Chairperson.

A Parish Councillor asked Cllr Brook about the status of Dartmoor National Park.  DNPA is a Council in its own right. The Park is a living and working environment.  The Government has more or less given the National Parks a relatively free hand.  A Parish Councillor mentioned that the road from Laployd Barton to Blackingstone Rock has been patch repaired and is now to be re-surfaced..  Cllr Brook confirmed that this stretch of road and Neadon Lane are being repaired with additional funds awarded from the Government.

MATTERS ARISING
Meetings attended by Parish Councillors – Cllr Dowding attended a number of meetings in connection with the Village Sports Fun Day.  Cllrs Miles, Dowding and Price attended the ‘Twinning’ hosting the French guests. Cllr Lord attended the inquiry at Parke, Bovey Tracey, in connection with the enforcement order at The Old Quarry, Pound Lane.   The Parish Council queried why it is not notified of the outcome of enforcement orders and appeals and will ask DNPA if it can be notified in future, in particular with regard to The Old Quarry. The PC queried who will be hosting the next Three Parishes meeting.  The Clerk will confirm at the October meeting.
District Councillors Report – Dst Cllr Ford sent an item from South Devon and Torbay CCG regarding a Community Consultation.  The Chairperson considered that this did not apply to the Teign Valley as it was not our area.  Cllr Price confirmed that consultations and plans for this area are being monitored.

PLANNING

The following planning applications were dealt with between meetings to meet the deadlines for the submission of comments to DNPA, the details having been circulated / telephoned to the Parish Councillors
Rockside, Bridford Road, Christow – re proposed erection of two storey extension to dwelling and replacement garage (DNPA ref. 0337/16).  Deferred from last meeting pending a site visit. The Parish Council supported this application commenting that it would improve the housing stock, replace a dilapidated garage and generally rationalise the use of the site while having no visual impact on neighbours
Green Barn at The White Barn, Bridford – re proposed refurbishment, alterations and change of use to ancillary accommodation.  Full Planning Permission (DNPA ref. 0368/16) & Listed Building Consent (DNPA ref. 0369/16).  The Parish Council had no objections to this application.

Woodland adjacent to B3212, Bridford – re proposed creation of access and loading bay (DNPA Ref 0359/16) The Parish Council had no objections to this application.
Seven Acre farm, Bridford – re proposed erection of agricultural building for fodder and agricultural storage (DNPA ref 0425/16) Following a site visit, the Parish Council strongly supported this application commenting that the proposed barn is a necessary development set appropriately in the context of the farm and the landscape.
Shippen Farm, Bridford -re proposed erection of single storey timber garden room (DNPA ref 0438/16).  Following a site visit, the Parish Council supported this application commenting that this domestic extension will have no visual impact upon neighbouring properties.
Rockside, Bridford Road, Christow – plans amended,( same DNPA ref 0337/16) – re proposed erection of two storey dwelling and replacement garage.  The Parish Council undertook a further site visit. It continues to support the original application because it will improve the housing

stock and it has no objections to any of the subsequent revisions except that it seems retrograde to reduce the footprint and functionality of the proposed extension.   The Parish Council attached a response to the report written by the Trees and Landscapes Officer.

TDC Elector Fund 2016/17 – £1.10 per elector available.  The Parish Council authorised the Clerk to apply for these funds to help finance the Defibrillator.
Dartmoor Community Paths Scheme – assisting the DNPA local Ranger.  The Parish Council will review the footpaths within the Parish at its next meeting when arrangements will be made for them to be walked and any problems reported.

Bridford Parish Council minutes of July 2016 meeting

Minutes of  a meeting of Bridford Parish Council held at Bridford Village Hall on Monday 4th July at 7.00pm
Present: Cllrs F Miles (Chairperson), G Hearnden, E Price, R Dowding, A Lord, T Evans, Mrs J P Banks (Clerk) and three members of the public.   Cnty Cllr J Brook and Dst Cllr A Ford attended for part of the meeting

MATTERS ARISING
4 Minutes – the Parish Council resolved to approve the minutes of the Parish Council Meeting held on 9th May 2016 as a true and accurate record of the meeting
5 Allotments – Plot 3 has not been attended to for some time.  Annual rental unpaid, no response to letters or phone calls.  Letter to be sent to tenant advising in the absence of payment or contact, the Parish Council will take back possession of the plot and the deposit will be forfeited. Grass cutting contractor to be asked to strim and keep tidy plots 2b, 3 and 4b
6 Play Area – nothing to report.  The Clerk will meet with Cllr Price to undertake an inspection and look at comments contained in the recent RoSPA report.
7 Dartmoor National Park Authority Communities Fund – not applicable for help with the purchase of a defibrillator or with the payment of legal fees to transfer ownership of the Village Garden to the Parish Council
8 First Aid Course and Defibrillator – possible sources of monies being investigated to enable the Purchase of a defibrillator.  The first aid course will take place in the Village Hall on 12th September at 7.00pm.  Two places have been booked.   The Clerk to prepare A4 flyers to be given out by Cllr Dowding at the Village Fete.
9 Village Garden – Talks continuing with the Garforth and Steer families, waiting to see what their legal costs will be which the Parish Council will pay.  The Parish Council will need a solicitor to act on its behalf with regard to the conveyance of the land.  A local professional has been recommended.  The Parish Council will contact him to see if he would be willing to  help and what the costs would be.

10a Road between Laployd Barton and Blackingstone Rock – Cllr Hearnden was pleased to report that repairs have now been undertaken on this section of road.
10b Grass Verge at Pound Lane – the contractor has been asked to cut the grass on the lower section as far as the second gate, normally cut twice a year

11 Meetings attended by Parish Councillors – Bridford was represented by four Parish Councillors at a meeting arranged by Dst Cllr Ford with Nicola Bulbeck, CEO at TDC, held at Christow. All found meeting interesting and beneficial.  Cllrs Miles, Hearnden and Dowding attended the AGM of Bridford Trust.  Bridford Trust relies heavily on one person in particular and plans are underway to mark his service and to find out how he would like this done.
12 District Councillors Report –  press release to Mid Devon Advertiser and Parish Magazines re Broadband update following recent public presentation at TVCH which gave a completeoverview of current and future superfast Broadband provision in the Teign Valley.  It is hoped that the extensions to the mobile phone signal mast at Woodlands Farm will extend the coverage at Bridford.  There are no other plans to install any other masts in the Teign Valley.   TDC has published its ten year strategy.   The Chairman thanked Dst Cllr Ford for all the work and effort she has put in towards the Broadband and mobile phone signal projects.

Cnty Cllr Brook reported that the Broadband meeting held recently at TVCH and organised by Dst Cllr Ford was ‘brilliant’ and nobody was in any doubt about what was and what was not possible.

DCC was recently awarded additional funds from the Government for potholes and road repairs. In the Chudleigh Rural patch, this amount was £37,018.  Some of this money will be used at Bridford to repair the Laployd Barton Road and Neadon Lane.  Potholes will be filled, followed by tar and chipping next spring to make good the road surface.

The contract for Highways comes to an end in 2017 and tenders are in the process of going out. Successful tenders will be invited to negotiate.  In the longer term, it is aimed to try and release DCC from some of its long term responsibilities.  We will see more road closures to enable work to be completed much quicker.

The Minerals Plan which has been out to consultation effectively went through unscathed subject to minor modifications.  Highways, working with Somerset to make savings in the administrative process.

Cllr Lord  advised that the temporary barriers at Leigh Cross have again been knocked into the river and asked if Cnty Cllr Brook could find out if these could be replaced with concrete ones until such time that a permanent repair / redesign can be undertaken.

Cllr Hearnden asked if there is a long term plan for roads and if so, where does Bridford Hill fit into the plan.  Cnty Cllr Brook replied that there are two areas – slippage and potholes.  The plan is that all A and B roads are to receive priority, then the main arterial routes to communities. The sooner the problems are addressed, the less it will cost to repair.  Cracks along the side of Pound Lane (Bridford Hill) are serious and need to be reported to Highways and monitored.

ITEMS FOR DISCUSSION
26 Request for funding towards a Village Fun/Sports Day – although some Councillors considered that events such as this should be self funding, the Parish Council resolved to award a grant of £100 from the textile bank funds.  It is hoped that this may be an annual event and the Parish Council will suggest that a proper tea tent is set up to raise funds to go towards organisation costs for next year.  As there will be no meeting in August, the cheque was issued and signed, the Clerk to establish the payee (cannot be a individual and fill in the details. This amount will be shown in retrospect on the agenda for September.

Bridford Twinning Association – Bridford has invited its French friends to visit this month.  The Parish Council confirmed that this was a separate group and nothing to do with the Council. It was suggested that the Twinning Association should be invited to write an item including photographs for the Parish website.

Successful tenders will be invited to negotiate.  In the longer term, it is aimed to try and release

DCC from some of its long term responsibilities.  We will see more road closures to enable

work to be completed much quicker.

The Minerals Plan which has been out to consultation effectively went through unscathed subject

to minor modifications.  Highways, working with Somerset to make savings in the administrative

process.

Cllr Lord  advised that the temporary barriers at Leigh Cross have again been knocked

into the river and asked if Cnty Cllr Brook could find out if these could be replaced with concrete

ones until such time that a permanent repair / redesign can be undertaken.

Cllr Hearnden asked if there is a long term plan for roads and if so, where does Bridford Hill fit

into the plan.  Cnty Cllr Brook replied that there are two areas – slippage and potholes.  The plan

is that all A and B roads are to receive priority, then the main arterial routes to communities.

The sooner the problems are addressed, the less it will cost to repair.  Cracks along the side of

Pound Lane (Bridford Hill) are serious and need to be reported to Highways and monitored.

The Parish Council resolved to accept the accounts and approve the expenditure.

Cllr Dowding, delegated by the Chairperson, checked the invoices to the cheque book

and the reconciliation to the bank statement.  It was suggested that this information

should in future, be sent to Cllr Dowding in advance of the meeting to allow him time

to look at the information.

ITEMS FOR DISCUSSION
26 Request for funding towards a Village Fun/Sports Day – although some Councillors considered

that events such as this should be self funding, the Parish Council resolved to award a grant of

£100 from the textile bank funds.  It is hoped that this may be an annual event and the Parish

Council will suggest that a proper tea tent is set up to raise funds to go towards organisation

costs for next year.  As there will be no meeting in August, the cheque was issued and signed,

the Clerk to establish the payee (cannot be a individual and fill in the details. This amount will be

shown in retrospect on the agenda for September.

Bridford Twinning Association – Bridford has invited its French friends to visit this month.  The

Parish Council confirmed that this was a separate group and nothing to do with the Council.

It was suggested that the Twinning Association should be invited to write an item including

13 Rockside, Bridford Road, Christow – re proposed erection of two storey extension to dwelling and replacement garage (DNPA ref. 0337/16).  Deferred from last meeting pending a site visit. The Parish Council supported this application commenting that it would improve the housing stock, replace a dilapidated garage and generally rationalise the use of the site while having no visual impact on neighbours
14 Green Barn at The White Barn, Bridford – re proposed refurbishment, alterations and change of use to ancillary accommodation.  Full Planning Permission (DNPA ref. 0368/16) & Listed Building Consent (DNPA ref. 0369/16).  The Parish Council had no objections to this application.
15 Tor Croft, Bridford – re proposed modifications and extension to existing dwelling (DNPA ref 0397/16).  The Parish Council made a site visit in respect of the original application whish was subsequently withdrawn.  The Parish Council had no objections to this most recent revised application
16 Woodland adjacent to B3212, Bridford – re proposed creation of access and loading bay (DNPA Ref 0359/16) The Parish Council had no objections to this application.
17 Seven Acre farm, Bridford – re proposed erection of agricultural building for fodder and agricultural storage (DNPA ref 0425/16) Following a site visit, the Parish Council strongly supported this application commenting that the proposed barn is a necessary development set appropriately in the context of the farm and the landscape.
18 Shippen Farm, Bridford -re proposed erection of single storey timber garden room (DNPA ref 0438/16).  Following a site visit, the Parish Council supported this application commenting that this domestic extension will have no visual impact upon neighbouring properties.
19 Rockside, Bridford Road, Christow – plans amended,( same DNPA ref 0337/16) – re proposed erection of two storey dwelling and replacement garage.  The Parish Council undertook a further site visit. It continues to support the original application because it will improve the housing stock and it has no objections to any of the subsequent revisions except that it seems retrograde to reduce the footprint and functionality of the proposed extension.   The Parish Council attacheda response to the report written by the Trees and Landscapes Officer.

Minutes of Bridford Parish Council meeting at Bridford Village Hall on Monday 6th June 2016 at 7.00pm
Present: Cllrs F Miles (Chairperson), G Hearnden, E Price, A Lord, R Dowding, T Evans, Mrs J Banks (Clerk) Dst Cllr A Ford attended for part of the meeting, Jackie Thomas, representing Acorn and David Wood, representing Teign Valley First Responders.   No other members of the public were in attendance.

3 Short Presentation by David Wood, Teign Valley First Responder re First Aid training and Defibrillators.   David confirmed that first aid courses can be tailored to whatever is required. He brought along a defibrillator and explained how it works, providing the additional information needed to make a decision regarding the purchase of a machine.
4 Public Discussion – the Clerk introduced Jackie Thomas who came along in the absence of their Chair Jo Clunie, to give a short presentation about the work of Acorn serving the elderly and vulnerable.
13 District Councillors Report brought forward on the agenda from item 13 Cllr Ford reminded everyone of the meeting at TVCH on Friday June 10th, to meet with Teignbridge CEO Nicola Bulbeck and to ask any questions they may have.

The Broadband meeting held at TVCH on 3 June was attended by about 40 from the Teign Valley.  The presentation gave an overview about Broadband services in the Valley in the future. It is proposed that Airband will go live in September.  To be eligible to apply for a £500 voucher to upgrade your service, your Broadband speed must be less than 2.  Superfast is classed as 24 and above.

MATTERS ARISING
5 Minutes – the Parish Council resolved to approve the minutes of the Annual Parish Meeting and the Annual Parish Council Meeting held on 9th May 2016 as a true and accurate record of the meetings
6 Allotments – two half plots still vacant.  Nothing else to report.
7 Play Area – nothing to report
8 First Aid Course and Defibrillator – following on from item 3, the  Parish Council agreed that it would arrange a first aid course in September, the topics to include, Recovery, CPR, Bleeding & what to have in your First Aid Kit at home. The Clerk will liaise with David Wood to arrange a date and will put the details in Unity to see how much interest there is. Attendees would be invited to make a donation.  The Parish Council agreed that it will pursue the idea of the purchase of a defibrillator.  The Clerk will make enquiries regarding possible grants available.
9 Village Garden – Cllr Miles has been in contact with both families regarding the transfer of the Garden to the Parish Council and they are both of the opinion that this is what their respective parents had intended to happen.  They would be content for the land to be transferred and the Parish Council has agreed to cover their costs involved.  Cllr Miles will contact them again to get things underway.  Public Liability cover will need to be extended to include the Village Garden if it is to be transferred to the Parish Council ownership.
10 Casual Vacancy in the Parish of Bridford – there has not been any interest from anybody wishing to be co-opted on to the Parish Council.
11 Road between Laployd Barton and Blackingstone Rock – Simon Pearson (DCC Highways) has confirmed that he will take a look at the road in question and issue details of any safety defect potholes to the contractor for repair

4 Open Forum for Members of the Public

A Parishioner wished for it to be publicly recorded that local resident Monty Cox has raised in excess of £100,000 for Military charities.

5 Chairperson’s Report

Cllr Miles spoke in depth about various topics including roads, health, communications, planning, gritting of the roads, allotments, Village Garden, play park,  and the textile bank.  She particularly wished to thank Cnty Cllr Jerry Brook and Dst Cllr Amanda Ford for their support and regular attendance at the PC meetings, Simon Lee, our DNPA Ranger, Dean Staniforth for volunteering to coordinate Snow Warden duties and the team of volunteers who operate the gritter and Jarrod Poynton who looks after the village website.  Cllr Miles then invited Cnty Cllr Jerry Brook to present his report.

6 Cnty Cllr Jerry Brook’s Report

Cllr Brook spoke about how the County Council is having to implement comprehensive spending review reductions, saving £36m from the budget from Statutory Services.   He talked about care homes in the private sector which are financed by the County, this being far less expensive than DCC running its own homes, all of which have now been closed.  Other topics included roads and potholes, library services and the Devolution Plan.  The Community Budget is still ongoing with £10,000 per annum available for community projects,  There is also some additional money available this year from the remaining monies from the sale of Exeter Airport.

7 Dst Cllr Amanda Ford’s Report

As Cllr Ford was unable to attend the meeting, her report was read out by the Chairperson.  This included flooding of the B3193, rural roads, Broadband and the mobile phone structure and funding

8 Reports from representatives of local groups and organisations

Reports were presented by representatives from the following of their activities over the past year:

Bridford WI, Bridford Wives, Bridford Chat-in, Bridford & Teign Valley Gardening Club, Teign Valley Scout Group, Bridford Church, Bridford Village Hall, Bridford Cricket Club, Teign Valley Fencing Club, Tree Warden, the Allotments and the Play Park.

Cllr Lord then requested to speak and publicly thanked both the Chairperson and the Clerk for the professional way in which they had dealt with a very difficult situation during the last year which could have led to severe repercussions for the Parish Council.

9 Chairperson’s Closing Comments

Cllr Miles thanked everyone for attending the meeting and for presenting their reports.  She expressed much gratitude to her fellow Parish Councillors for their support and to the Clerk for her support and commitment and to Cllr Price and the Clerk for providing the refreshments.

The Meeting closed at 8.15pm and refreshments were served.

Minutes of the Annual Parish Council Meeting held on 9th May at the Village Hall at 8.45pm

Present: Cllrs F Miles (current Chairperson), G Hearnden, A Lord, E Price, R Dowding, Mrs J Banks (Clerk).  No members of the public were in attendance.

1 Election of Chairperson

Cllr F Miles was proposed by Cllr Hearnden, seconded by Cllr Price and was unanimously re-elected as Chairperson for the next twelve months.

2 Election of Vice Chairperson

Cllr Hearnden was proposed by Cllr Dowding, seconded by Cllr Miles and was unanimously re-elected as vice Chairperson for the next twelve months

3 Acceptance of Office by the Chairperson

Due to printing problems, the Acceptance of Office form was not available for signature.  The Parish Council agreed that this should be signed by Cllr Miles in the presence of the Clerk before the next meeting.

7 Public Discussion

Cllr Dowding read out a letter received from a Parishioner voicing much concern over the way a local planning application relating to Poole Farm has been dealt with by DNPA and the alleged attitude towards the applicants.  The Parish Council has fully supported this application and has recently submitted a lengthy letter of support to the Planning Inspectorate in connection with the applicants appeal against the refusal of planning permission.  The Parish Council cannot do any more. As this information will be available to the public, it was agreed to send a copy of this letter to the Parishioner who had expressed concern.

8 Minutes

The Parish Council resolved to approve the minutes of the Parish Council meeting held on 4th April 2016 as a true and accurate record of the meeting.

9 Damaged Bridge at Leigh Cross

Devon County Council has confirmed that the scheme will be funded out of the 2016/17 capital budget and has been passed to its highways team to progress.

9a Flooding of B3193 Teign Valley Road

The drain under the road was cleared in February and routinely, it is cleared annually but can be arranged on an ad-hoc basis as and when required.  If it becomes a problem, it should be reported to Simon Pearson at Highways and he will arrange clearance.  Tom French advised to let the Clerk know if there is a problem.

10 2 Greenhill Cottages, Bridford – re proposed removal  of existing garage/store wall , doors and roof.  Rebuild to same footprint with new roof, cladding and doors (DNPA ref. 0195/16) “The Parish Council supports this application”
11 Little Lowton Farm, Bridford – re proposed change of use of land to site residential caravan to serve as temporary dwelling to house an agricultural worker for three years (DPNA ref. 0172/16). “The Parish Council is broadly supportive of this application by a hard working family.  Clearly, if they are to continue with this new farming business, they need more adequate accommodation for themselves and their three young children”
12 The White Barn, Weeke Barton, Bridford –  full planning permission and listed building consent re proposed refurbishment and alterations (DNPA ref. 0162/16). “The Parish Council is pleased to see sensitive updating of an historic building that will correct past ‘improvements’ and enhance its appearance and use.  The Parish Council strongly supports the application”
13 Burnicombe Farm, Bridford – Notice of Prior Notification re erection of agricultural barn (DNPA ref 0185/16).  “The Parish Council takes note of the notification and has no comments”
14 West Park Cottage, Bridford – full planning permission and listed building consent re proposed Extension and alterations (DNPA ref 0169/16)  “The revisions to the previous application seem to be improvements and the Parish Council continues to support this application”

29 Village Garden Ownership

A search at HMLR has revealed that there is a land certificate registered in the names of the last owners of the land, now both deceased.  Cllr Hearnden will speak with the families concerned to ascertain the way forward.  The Parish Council cannot undertake repairs to property which it does not own and if the land  is to be transferred to the Parish Council, it will have to be covered by public liability insurance
