Draft minutes of a meeting of Bridford Parish Council held at Bridford Village Hall on Monday 5th March 2018 at 7.00pm
Present: Cllrs F Miles, A Lord, E Price, G Hearnden, J Padgham, Mrs J P Banks (Clerk) and two members of the public

2 Declarations of Interest – none
3 Public Discussion – two Parishioners requested the Parish Council’s help to try and resolve current problems with the mobile phone signal which have been ongoing since the end of January when Vodaphone advised that high winds were affecting one of the telecommunications masts.  The Parish Council will write to Vodaphone to try and establish when the problem is likely to be resolved and also refer the matter to Dst Cllr Amanda Ford who has a particular interest in getting the Teign Valley mobile phone and Broadband systems running effectively.
MATTERS ARISING
4 Minutes – the Parish Council resolved to approve the minutes of the meeting held on 5th February 2018 as a true and accurate record of the meeting
5 Allotments – all annual rents have now been received.  The tenant of plot 2a has requested permission to erect a greenhouse.  This is permitted under the terms of the allotment contracts but must not exceed 6’ x 8’.
6 Play Area – A report was received about a ram which had broken through into the Play Park and was chasing and butting members of the public.  A letter was sent to the owner of the animal requesting that the fence between the Play Park and the adjacent field be made secure to prevent any further occurrences.  It is currently too wet to proceed any further with the Table Tennis project but the Clerk confirmed that all of the grants applied for in connection with this project have been granted and should cover the costs of site preparation and purchase and installation of the equipment.  A Parish Councillor suggested that bats and balls should be purchased and if they disappear, then anyone wishing to play would have to bring their own.   A suggestion was made that once installed, there should be an opening ceremony.  The Chairperson thanked the Clerk for her efforts in obtaining these monies and for getting the project established.  The RoSPA inspection will take place during March or April.
7 Bridford Hill and Snow Warden – the Snow Warden and her team have done an amazing job during the recent spell of freezing weather.  A letter of thanks will be sent and also published in Unity.  The Snow Warden and team will be asked to review the set up and advise the Parish Council of their thoughts on the way forward in readiness for next winter.
8 Parish Plan Review Date – sub committee (non public) meeting to take place at the Bridford Inn at 7.30pm on Wednesday 21st March.
9 Village Garden – volunteers have cleared the garden in readiness for replanting, making a huge difference.  A decision will be made as to how the garden will be restocked.  There are funds of £67.50 earmarked for the garden and the Parish Council resolved to finance the replanting with a further £100.
10 Parish Footpaths – two or three paths to be checked.  No major problems identified to date.
11 Car Parking – an HMLR search has confirmed that the piece of land in front of 1-4 Oxenpark Gate is still owned by the builder who built the Oxenpark houses.  Car parking will be the main topic at the Annual Parish Meeting in May when thoughts and ideas will be encouraged as to the way forward.  A Parish Councillor reported that there is a car permanently parked on the bend opposite the top of Pound Lane which is causing concern, particularly as it is within the bus turning circle.  The PCSO will be contacted to advise on this and if necessary to get in touch with the owner of the vehicle.  A Parish Councillor suggested that Highways should be asked if the priorities could be changed at the junction of Neadon Lane with the Moretonhampstead Road, giving priority to traffic going in and out of Neadon Lane.  This would improve safety by slowing the traffic down.  Highways will be asked if they will come out and look at it.

14 Meetings attended by Parish Councillors – none but the Clerk participated in an online ‘webinar’ course in conncection with the new Data Protection Laws which come into force in May.  There is a lot of work to be done to ensure that the Council complies.

15 Field at Manley Mead, Bridford – re proposed erection of general purpose secure agricultural building (DNPA ref. 0055/18).  Following a site visit, an informal no objection, which was ratified at full council this evening.
16 Larkspur, Bridford – re proposed alterations to roof to include dormers and new pitched roof on garage (DNPA ref 0065/18).  Following a site visit, the Parish Council supported this application informally, which was ratified at full council this evening
17 Land at Little Hole, Bridford – re application for Certificate of Lawfulness re proposed use of the land for agricultural purposes with siting of ancillary mobile field shelters (DNPA ref. 0085/17).  The Parish Council visited last year in respect of a previous application and its comments remain the same being no objection
18 Stonemill House, Stone Lane, Bridford – re proposed single storey rear extension (DNPA ref. 0096/18) – the Parish Council have no objections to this application

5 Scattor View, Bridford – re application for Certificate of Lawfulness for an existing use (DNPA ref 0109/18) –  an informal response (due to application being received after publication of the agenda), of no objection.  Will be ratified at full Council after publication on April agenda

  The Parish Council resolved to accept the accounts and approve the expenditure.  Cllr Dowding, delegated by the Chairperson, checked the invoices to the cheque book and the bank reconciliation prior to the meeting and confirmed everything to be in order by email to the Chairperson.

The Parish Council will write to the Village Hall Committee to ask if it wishes to continue to receive the currently agreed 20% share of any proceeds received from the sale of the contents of the clothing bank.  The proceeds received have reduced in the past year and the Parish Council does have local projects that the money could be spent on which would benefit local residents.

27 Clerk’s Salary – the Parish Council resolved to authorise an annual increment from SCP 24 to SCP 25 (£11.78 per hour) w.e.f. 1st April 2018
28 Seat at top of Pound Lane – it has been drawn to the attention of the Parish Council that the seat on the grass at the top of Pound Lane is rotting and unsafe.  The Parish Council agreed that the present seat should be removed and replaced and that the replacement should be of a hard wood construction.  The Clerk will make enquiries into prices and possible grants available to purchase it.

ITEMS FOR INFORMATION
30 Making Planning Work for You – Devon Communities Together free interactive workshop for Parish Councils 27th March 2018.  This is very similar, if not the same, as a planning workshop attended by three of Bridford’s Parish Council last year.  The Parish Council will not therefore be sending further representatives.
31 Dates for Annual Parish Council and Annual Parish Meetings – the Annual Parish Council Meeting will be held on Monday 14th May and the Annual Parish Meeting on Tuesday 22nd May.  The Parish Council authorised the Clerk to provide refreshments.
 32 Three Parishes Meeting 2018 – will be hosted by Dunsford Parish Council.  Bridford will suggest at this years meeting that all representatives from all of the Parish Councils could be invited to this annual meeting.

34 Public Discussion – the Parish Council expressed its thanks to David Price and his team who have cut back the branches in the hedge at the top of Pound Lane.  A letter of thanks will be sent.  The grass contractor will be asked to add the maintenance of this hedge to the current contract.

Bridford Parish Council Minutes of PC Meeting 5th February 2018

Minutes of a meeting of Bridford Parish Council held at Bridford Village Hall on Monday 5th February 2018 at 7.00pm

Present: Cllrs F Miles (Chairperson),  G Hearnden, A Lord, R Dowding, E Price,  T Evans,  J Padgham,

Mrs J P Banks (Clerk).  Dst Cllr Amanda Ford and Cnty Cllr Jerry Brooks attended for part of the meeting.

No members of the public were present.

2 Declarations of Interest – none
3 Public Discussion – it was reported by a Parish Councillor that an electricity pole at the top of School Lane is overgrown with ivy.   This will be reported to Western Power.
MATTERS ARISING
4 Minutes – the Parish Council resolved to approve the minutes of the meeting held on 8th January 2018 as a true and accurate record of the meeting.
5 Allotments – one annual rent due 1st October, remains unpaid.  Chaser letter to be sent.
6 Play Area – the Parish Council has received two grants of £600 from Dst Cllr Ford and £1,000 from Cnty Cllr Brook to assist with the purchase of an outdoor table tennis table and the preparation of the site.  The PC has also applied to the Elector Fund at TDC and has yet to hear if the application has been successful.
7 Bridford Hill and Snow Warden – the hill is not treated as many times as the gritter lorries go out, but the volunteer Snow Warden system is currently working well.  Grit supply is an issue.  Bags of salt/grit left outside appear to be waterlogged and rendered unusable.   Snow Warden to be asked to liaise with the farm manager to see if it can be kept under cover.   Snow Warden is in contact with DCC Highways to ascertain exactly how many 25kg bags were delivered in January this year and to order more supplies.

The Parish Council agreed that it would have to pay for it if necessary.

8 Parish Plan – a date to be set to review the Parish Plan.  Meeting to take place at the Bridford Inn.  Cllr Price to ascertain which is likely to be the quietest night at the pub.
9 Village Garden – Roger Clark and his team of helpers have cleared a lot of the garden.  It now needs to be decided how much should be spent on replanting.  Richard Hearnden has been asked to suggest what should be planted and an estimate of the cost of the new plants.
10 Parish Footpaths – most of the footpaths have been walked by members of the Parish Council.  A reminder of the ones still to be checked will be sent out.

11 District Councillors Report – Cllr Ford had not arrived at this time
12 County Councillors Report – Cllr Brook had not arrived at this time
13 Meetings attended by Parish Councillors – Cllr Dowding and Cllr Lord attended the Village Hall Annual Meeting.  The minutes of the meeting and the annual accounts were put in the circulation folder for the Councillors to read.  The Clerk took part in an ‘online’ meeting / presentation by PKF Littlejohn LLP setting out the new criteria and  instructions for completing the annual return.  There is not a lot of difference from previous years.    At this point the subject of the new Data Protection laws which come into force on 21st May was raised.  The Clerk is aware and has been in contact with DALC to find out what training and information is to be made available.
Dst Cllr Amanda Ford joined the meeting at 7.20pm – she was welcomed by the Chairperson and invited to speak
  Phil Shears has been appointed by democratic vote to the permanent  position of Managing Director of TDC.    Connecting Devon and Somerset broadband rollout, regarding the Teign Valley Ward – it is anticipated that the Phase 2 roll out will be completed in the near future. The £500 voucher system will be re-introduced which will be available to households that are struggling to achieve the required connection and speed of broadband.   Council budget 2018 – the level of Council tax will see a rise of £5 or 3.12%

PLANNING
For Discussion
14 Cedar House, Bridford – re proposed erection of standalone double garage (DN{PA ref 0016/18)   The Parish Council’s comments remain the same as for the previous application which was withdrawn.  The PC Planning Committee submitted its report and objected to the application.
Cnty Cllr Jerry Brook joined the meeting at 7.45pm – he was welcomed by the Chairperson and invited to speak.
It is budget month at DCC.  Efficiency savings have to be made.  The Government has made a one off payment of £10m for Social Care.   Devon, including Plymouth and Torbay have combined forces to become one of ten pilot areas     Adult Care and Health will see a 6.1% increase, Child Services  5.5%  and Community and Public Health 2.9%   Public Health is a serious concern.  In certain parts of the county, there has been a slight increase in teenage pregnancy.  Corporate Services will see a reduction of 1.7% with Highways Infra-Development down 2.7%.  The budget goes to Council on 15th February and is expected to go through without too much argument.   DCC will be reviewing the salting procedure in the county and there may be the opportunity to find out how the actions of the Council are considered.   DCC was successful in its bid for additional money for its road network.   Cllr Brook has been asked to chair a task group looking at polution but this will not apply to the Teign Valley.   Cllr Miles asked if there is any risk of a need to downgrade the needs of rural communities and spend more on the towns.  Cllr Brook replied that it will take a lot of balancing but money will be there.  Cllr Miles asked if there is to be a discussion over the policy of salt/gritting, how would Bridford, as one of many, be serviced by the ‘blue light’ services?  Bridford sees itself as a special case by way of geographical location.  Some roads which are a gritting priority have other alternative routes.  Bridford Hill does not.  Cllr Brook was thanked by the Parish Council for making funds available for the Table Tennis project from his locality budget.

15 Seven Views. Bridford – re proposed replacement dwelling (DNPA ref 0015/18).   The Parish Council undertook a site visit following which its report was submitted on an informal basis, strongly supporting the application.   This decision was ratified at the meeting this evening. DNPA will be advised.

A letter has been received from Nick Savin in response to the PC’s letter to DNPA over various planning issues.  The Parish Council is impressed with Nick’s helpful reply.     Details of Cedar House ‘for sale’ details were circulated.  The Parish Council will forward details to DNPA

18 Internal Audit 2017/18 – the Parish Council resolved to appoint Penny Clapham to undertake the internal audit for the year end 31st March 2018.

External Audit 2017/18 – PKF Littlejohn LLP have been appointed nationally to undertake the external audits for the year ended 31st March 2018.

Bank Interest Rate – the bank interest rate has increased from 0.05% to 0.10% for balances of £1+

ITEMS FOR DISCUSSION
26 Litter Posters – the Parish Council agreed that the village does not have a litter problem and that it was not necessary to display warning posters.
27 Car Parking – there are areas in the village that are unsafe for parking, on the bend opposite the telephone kiosk and by the junction box near the end of Butts Close.    Cars parked outside houses in Moreton Terrace reduce the road to one lane.   A suitable piece of land needs to be identified for use as a village car park.  Sites suggested were the area of grass in front of Oxenpark Gate, the area of land at the top of School Lane, above the allotments (if the owner was willing to sell or lease), the field at the top of Pound Lane next to Oxenpark Gate (owned by the builder who built the Oxenpark Estate) and the layby at the top of Pound Lane.  The Parish Council decided that the best site would be the grass area at Oxenpark Gate, but this could be the subject of a section 106 agreement.    Cllr Evans pointed out that there is an electricity source on this piece of ground so another idea could be to install a charging point for electric vehicles.   Enquiries will be made at HM Land Registry to see who owns the land.  Village car parking will be the main topic at the Annual Parish Meeting in May.

The Great British Spring Clean – TDC will be supporting Keep Britain Tidy’s national Great British Spring Clean 2 – 4 March 2018. Litter picking kits available.  The Parish Council agreed that Bridford does not have a litter problem but suggested that the details should be forwarded on to the Scouts.

29 Nomination for Queen’s Royal Garden Party – Cllr Ann Lord has been nominated with a companion, to attend the Queen’s Royal Garden Party in June.
30 TDC Dates of Easter Recycling Collections – date to be published on the website , notice boards and in Unity magazine.
31 Village Hall Grant Application to Dartmoor Communities Fund – the Parish Council sent a letter of support to DNPA in connection with the Village Hall’s grant application

Invitation received from the  Chairman of TDC to the Parish Council Chairperson to attend the Teignbridge District Council Civic Service on 4 March at Bishopsteignton.

Notification received from Chris Marrrow (Forest Management) of work likely to commence mid February in the Laployd and Smithacott blocks of Tottiford Woodlands to thin out the trees.  Haulage will probably follow from early March onwards with the whole programme taking up to four months to complete.  The main impact will be timber lorries hauling timber through the village from Laployd to the Teign Valley road.  Sections of the bridleway will have to be closed off while work is taking place next to or close by them.

33 Public Discussion – Cllr Lord reported complaints about slurry running down the road in the village.  The complainant was advised to report it to the Environment.   Cllr Miles reported complaints that the road surface is being destroyed where cattle are crossing the road at Lowton Lane.   Cllr Hearnden will speak with the Farm Manager.    There is an ongoing problem on the road between Heltor and Plaistow green where the road is constantly flooded.  This will be reported to DCC Highways.

Gritting Update

Thanks to Matt and David G who went out tonight to grit the hill. Do though take it carefully, our volunteers go out once, DCC is going out at least twice tonight on their routes.
If anyone else would like to join the team, we are short of drivers, it cannot be done without a 4WD and tow bar. If you would like to help then the Chair of the Parish Council, Francis Miles can explain the position on insurance.

The following two applications were dealt with between meetings due to the short timescale for submission of comments
14 Cedar House, Bridford – re proposed erection of standalone double garage (DN{PA ref 0016/18)   The Parish Council’s comments remain the same as for the previous application which was withdrawn.  The PC Planning Committee submitted its report and objected to the application.
15 Seven Views. Bridford – re proposed replacement dwelling (DNPA ref 0015/18).   The Parish Council undertook a site visit following which its report was submitted on an informal basis, strongly supporting the application.   This decision will be ratified at the February PC meeting

Minutes of a meeting of Bridford Parish Council held at Bridford Village Hall on Monday 8th January 2018 at 7.00pm
Present: Cllrs F Miles (Chairperson), G Hearnden, E Price, A Lord, R Dowding, J Padgham, T Evans,

Mrs J P Banks (Clerk).   Cnty Cllr Jerry Brook  attended for part of the meeting.  No members of the public were in attendance.

MATTERS ARISING
4 Minutes – the Parish Council resolved  to approve the minutes of the meeting held on 4th December 2017 as a true and accurate record of the meeting.
5 Allotments – there is one annual rental due 1st October 2017, still outstanding.   Three half plots remain vacant.
6 Play Area – Table Tennis Project.  The Clerk has received an offer to level the ground at no charge, in preparation for the installation of the table tennis table.  A letter will be sent to officially accept the offer. Dst Cllr Ford kindly agreed a grant of £600 towards the project which has been credited to the PC bank account.  A grant of £1,000 has been requested from Cnty Cllr Brook and an application has been made to Teignbridge for monies from the Electors Fund, however, it will not be known if we are successful from this source until after the closing date on 2nd February.
7 Bridford Hill and Snow Warden – the new set up with Anne Mayes at the helm of the Snow Warden team appears to be working well.  The gritter is now back under cover again and a further supply of salt has been delivered.  It would be good if residents who live in the vicinity of a grit bin could treat the area outside of their own properties and those of less able bodied neighbours.   Volunteer team to be asked not to re-fill the grit bins from salt supplies provided for the gritter.   DCC has a website where anyone can report an empty grit bin and request a re-fill.  Details will be published in Unity.
8 Grit Bins – the grit bin at the top of Neadon Lane has been put back in place and refilled.
9 Village Garden – it is hoped a meeting will be arranged soon to organise a re-planting programme.  There are some funds earmarked which could be put towards this.
10 Parish Footpaths – most of the Parish footpaths have now been walked by the Parish Councillors.   The state of the track through the plantation by Clampitt House was notified to DNPA who replied that on completion of the work,  the owner of the land should make good efforts to reinstate the track to the condition it was before the work was started.  Cllr Dowding raised concerns over a two storey structure under tarpaulin observed during one of his walks along the river from Steps Bridge.

It has been reported that the footpath around Hedgemoor is obscured by two fallen trees and a whole fence is down.  Cllr Hearnden will telephone the owners of the property to see if they are aware.

ANY OTHER MATTERS ARISING
11 Meetings Attended by Parish Councillors – Cllr Dowding attended a Standards Committee meeting in conjunction with TALC.   It was reported that bullying is a growing problem within different levels of Government.

Cllr Miles attended a meeting of Bridford Trust.  A drone film of the Trust land is being made and Cllr Miles is to provide the commentary.

Cllrs Miles and Dowding attended a site meeting with DNPA officials at Blackenstone Cottage to meet with the owners and to discuss the planning application.

12 District Councillors Report – apologies received from Dst Cllr Ford.  Nothing to report as there have been no District Council meetings since Christmas.  Overview and Scrutiny meetings are on 15th January.
Cnty Cllr Jerry Brook joined the meeting at 7.30pm – the Chairperson welcomed him and invited him to speak
13 County Councillors Report – Cnty Cllr Brook did not have anything new to report.  The Chairperson put two questions to him in connection with the decision to remove Bridford from the primary gritting route –

1. How is the population assessment made and are the outlying properties which use Bridford Hill for access, taken into consideration?   2. Is there a risk assessment in the event of Bridford being totally cut off by severe weather and the volunteer Snow Warden team not being able to cope, or is there a template which could be used for the Parish Council to do its own?    Cllr Brook will put the questions to Devon County Council.  Work is progressing with the Teign Valley road works and all is going to schedule.

The Parish Council resolved to accept the accounts and approve the expenditure.  Cllr Dowding, delegated by the Chairperson, checked the invoices to the cheque book and the reconciliation to the bank statement.
25 Nomination for the Royal Garden Party – it was suggested that Cllr Lord should be nominated to go into the draw for one of the four places offered to attend the Queen’s Garden Party at Buckingham Palace.

ITEMS FOR INFORMATION
27 Notice of Road Closures B3193 Teign Valley Road and update re current works.  The B3193 will be closed from 8.30am – 3.30pm from 9th – 11th and 15th – 16th January 2018.  The stability of the highway to the north of this site is currently being assessed and may require stabilisation works in the near future.  Local residents and businesses will be informed of any impending works.

29 Public Discussion – Cllr Dowding asked that letters of thanks be sent to those involved with the Village Christmas tree, in particular Tom French who donated the tree and Mr & Mrs Douthwaite who donated the electricity to power the fairy lights.   Thanks will also be made through Unity magazine.

A comment was made about a caravan at Carol’s Corner.  There are calor gas bottles outside which suggest that somebody might be living there.   DNPA will be informed.

The road will be closed from Spara Bridge crossroads with Lower Ashton to the junction of Christow
