September 2013 Parish Council minutes

BRIDFORD PARISH COUNCIL

Minutes of a meeting of Bridford Parish Council held at Bridford Village Hall on Wednesday 4th September 2013 at 7.00pm.

Present: Cllrs S Purser (Chairman), G Hearnden, T Evans, A Lord, J Bingham, D Goodwin-Hughes,

Mrs J P Banks (Clerk), Simon Lee (DNPA Ranger).  No members of the public were present.

1        Apologies – Cllr E Price & Cnty Cllr J Brook

2        Declarations of Interest – none

3        Public Discussion – none

4        Annual Report by Simon Lee, Dartmoor Ranger – see appendix (a).  The Chairman thanked Simon for his report and for his ongoing support.

MATTER ARISING

5    Minutes – the Parish Council resolved to approve the minutes of the Parish Council meeting held on 5th August 2013 as a true and accurate record of the meeting.

6     Allotments – the Best Kept Allotment award 2013 was won by Roger Clark.   The Parish Council has concerns over the overgrown state of two of the allotments.  Annual rents are due on 1st October and as there is currently a waiting list, it was agreed that the tenants should be asked if they wish to retain their plots.

7     Play Area – Cllr Bingham has cut back the tree that was causing problems to the adjacent bungalow in Butts Close.  Awaiting costing to remove the sea-saw and re-level the ground. TDC has responded with regard to the damage by using strimmers to cut around the base of wooden supports and confirmed that the contractors will use weed killer which is non irritant, has quick absorption rates and once dry (5 minutes) does not pose any significant danger.

8     Village Hall – the annual general meeting is on 10 September.  A revised constitution will require six volunteers to become trustees to manage and run the Hall.

9     Bridford’s website – the Chairman and the Clerk have received training in operating the website but have yet to put it into practice.

10    Textile Recycling Bank – the proposed siting of a receptacle at the Village Hall car park will be discussed at the meeting on 10th September.  The Parish Council has applied to register with Rag Bag.   The Parish Council has not decided how any funds generated from the collection of textiles would be utilised.

11     Village Garden – it would appear that it is the intention to pass ownership of the VillageGarden to the village.  Awaiting further information and the whereabouts of the deeds.

11a Grass Cutting –  Cllr Hearnden noted that the grass verge at the top of Pound Lane has been cut and asked when the annual cut of the remainder would take place.   The contractor will be contacted.

19   Account balances as at 30 August 2013 – current account £2,170.32 and deposit account £2,887.54 (balances include £911.05 earmarked for Play Area and £25 Christmas tree expenses)  Balances allow for all expenditure and income detailed below.

The Parish Council resolved to approve the accounts and authorise the expenditure.

The Chairman checked the invoices to the cheque book and the bank reconciliation to the Statement.

FOR DISCUSSION

22    The Oak Centre – request for financial assistance.  The Parish Council only supports local projects and organisations in the Valley.

23   Any items for discussion received since the publication of the agenda – none

FOR INFORMATION

24     Highways Safety Awareness Training – reminder, 14th September at Tiverton.  Cllr Goodwin-Hughes will attend in place of the Chairman.

25    Cycling Tour or Britain – Devon stage, Friday 20th September.  The Valley Road will be   closed temporarily while this part of the race takes place.

26    Any items for information received since publication of the agenda

The Development Management and Delivery Development Plan Document already adopted by Dartmoor National Park has been circulated to the Parish Councillors.  This can be seen on the Authority’s website www.dartmoor.gov.uk/dmd

The Rural Services Network is circulating a petition re the Local Government Finance Settlement.  The Parish Council resolved not to take part.

27   District Councillors Report from Dst Cllr Stephen Purser – Plan Teignbridge is now in the inspection stage with the hope that it will be approved.  A particularly contentious item is the 12,500 new houses for Teignbridge.  Various consultations are going on.

28   Public Discussion – a Parish Councillor asked if anyone else has noticed the increase in cyclist traffic on the Valley Road recently.  Although everyone is in favour of health and fitness, there is concern over safety for everyone using the road.  A letter will be sent to the
