BRIDFORD PARISH COUNCIL

 

Minutes of a meeting of Bridford Parish Council held at Bridford Village Hall on Monday 5th August 2013 at 7.00pm.

Present: Cllrs S Purser (Chairman), G Hearnden, E Price, A Lord, J Bingham, Mrs J P Banks (Clerk) and two members of the public.

1        Apologies – Cllrs D Goodwin-Hughes & T Evans

2        Declarations of Interest – none

3        Public Discussion

A Parishioner asked if there was any progress regarding the Village Hall.  Cllr Lord confirmed that there have not been any meetings recently and the AGM will be held on 10th September. The Chairman stated that the Parish Council holds the building in trust for the community and if a new committee is not forthcoming, the Parish Council will have to temporarily manage it.

During June, the electricity supply was frequently on and off, but as this seems to have now settled down again there is no need to for any further action.

A Parishioner reported a large pothole in School Lane leading to the Village Hall.  DCC will be notified.   Other large potholes have been advised between Seven Acre Farm and Laployd Barton and on the main B3193 road between Neadon Lane and Venn Park Garage.

MATTER ARISING

4        Minutes –  the Parish Council resolved to approve the minutes of its meeting held on 3rd June 2013 as a true and accurate record of the meeting

5        Allotments – letters to be sent to tenants reminding them of their obligation to keep their plots cultivated and free from weeds.  Query whether the tenant of plot 2a now wishes to keep their allotment or not.  Two names currently on the waiting list who would like allotments.

6        Play Area – work  as per the RoSPA report has now been completed with the exception of the following:  Sea-saw – this is considered beyond repair as the wood is very decayed and arrangements are to be made to remove it and level the ground beneath it; Carousel – to correct the ground clearance around the round-about will require considerable expense.  As this is reported as low priority, this will be left for the time being. The Clerk reported that the base of many of the wooden upright timber supports are becoming damaged as a result of strimming.  TDC will be asked to speak with the grass cutting contractor to stop any further damage occurring.

The occupant of the bungalow adjoining the Play Area has asked if the young elder tree can be cut down as it overhangs his fence and as a result of falling seeds, he has numerous elders starting to grow on his lawn.   Cllr Bingham volunteered to cut back the offending tree. Enquires to be made to find out if the lines can be repainted on the basketball court at a reasonable cost.

7        Village Hall – nothing further to report

8        Bridford’s website – nothing further to report at the moment.  The Parish Council agreed that the new website looks very professional but more contributors are required.

9        Parish Plan – a few minor alterations required following its 2013 review.  When amendments are completed, the updated plan will be posted on the new website.

ANY OTHER MATTERS ARISING

10    Meetings Attended – Cllr Lord attended the public meeting re MoretonhampsteadHospital which will re-open with six beds instead of the previous nine.

The Chairman attended the recent TALC meeting.  Also present were representatives from the Environment Agency, Devon County Council and Teignbridge District Council.  Subjects discussed included the flooding of rivers, emergency plans and the responsibilities of land owners.

11 Wheal Augusta, Bridford – proposed change of use of former industrial land to garden (retrospective) plus installation of greenhouse (DNPA ref. 0307/13). Discussed by PC via telephone and email: “The Parish Council has no objections”

12  Venn Bridge Farm, Bridford –  re proposed erection of agricultural building (22.5m x 12m) (DNPA ref 0352/13) site visit undertaken:  “The Parish Council has no objections”

13  Lower Lowton Farm, Bridford – re proposed rear extension and alteration (DNPA ref 0338/13)  Site visit undertaken: “The Parish Council has no objections. It will tidy up the look of the property”

14  Smithacott, Bridford – re proposed certificate of lawfulness for the existing use of a building as a dwelling house (DNPA ref 0362/13).  Parish Councillors consulted by email and telephone:  “The Parish Council understands this is to obtain a legal/planning clarification of the already granted certificate of lawfulness and as such has no comment to the legal situation as the planning certificate has been granted”

15  Woodcote, Dunsford – re proposed single storey extensions and demolition of existing lean-to, timber cladding and external alterations (DNPA ref 0357/13).  Parish Councillors consulted by email and telephone: The Parish Council has no objections”

16  1 Greenhill Cottages, Bridford – re proposed construction of garden studio (DNPA ref. 0384/13).   “The Parish Council has no objections to the application”

17  Beech Tree Farm, Blackingstone, Moretonhampstead – re proposed certificate of lawfulness in respect of the lawful use of the property (DNPA ref. 0388/13).   ” The Parish Council considers that this another case of legal wording or the lack of it and best left in the hands of DNPA’s legal team”

19   Wheal Augusta, Bridford – Grant of Conditional Planning Permission re installation of hot tub within the garden (DNPA ref 0189/13)

20  4 Greenhill Cottage, Bridford – Grant of Conditional Planning Permission re ground floor extension to the rear of the property (DNPA ref. 0219/13)

21  Land at Heltor Woods, Nr Blackingstone Rock, Bridford –  notice of appeal against Enforcement Notice re building operations without planning permission to erect a timber building approx 3.65m long x 3.05m wide x 2.8m high.   Enforcement Order to permanently remove the Development  from the land including all debris and materials and restore the land to its former condition.  (DNPA ref. ENF/0344/11).   The PC will refer to its original comments and advise accordingly.

FINANCE & ACCOUNT

23  Account balances as at 29 July 2013 – current account £2,363.31 and deposit account £2,887.54 (balances include £911.05 earmarked for Play Area and £25 Christmas tree expenses)  Balances allow for all expenditure and income detailed below.

24  National Association of Local Councils  – agreed pay increase for Clerks.  The Parish Council resolved  to approve a pay increase for its Clerk currently SCP level 20  from £9.591 per hour to £9.687 per hour backdated to 1st April 2013.

25  Audit for year ended 31 March 2013 – external auditors have signed off the end of year return with no items requiring attention.   As income and expenditure are both less than £10,000, in accordance with the new charges scale there is no fee payable.

The Parish Council resolved to accept the accounts and approve the expenditure.  The Chairman checked the cheques to the invoices and the reconciliation to the bank statement.

FOR DISCUSSION

28     Textile Recycling – Rag Bag pays 50p per kilo for every bag of recycled textiles; a volunteer would be required to empty the recycling bank and put the contents into plastic bags ready for collection; a suitable site would need to be agreed for the receptacle; a suitable regular collection point would have to be arranged with sufficient access for the collection vehicle.

The Parish Council will enquire if the recycling bank could be sited in the Village Hall car park so that textiles could be left when depositing newspapers and all recycling would be in one place.  In the meantime, the Parish Council will register its interest with “Rag Bag”

29     Any items for discussion received since the publication of the agenda:

Citizens Advice Bureau Newton Abbot is asking for donations to finance their Electors Fund.  The Parish Council only supports local projects within the Valley.

32    House to House street collections – TDC no longer advising individual town/parish councils

33    Highways Matters Conference – 14th September at Tiverton.  The Chairman volunteered to

attend and will book his place.

34    Stover Canal Trust open weekend – 17/18 August when there will be the opening ceremony of the first phase of the canal’s restoration.

35    DNPA – has re-appointed  Bill Hitchins as Chairman and Maurice Retallick as deputy

36    Community Council of Devon Annual Conference – 12th September at Exeter Racecourse.

37     Warnings from Devon and Cornwall Police

There has been a large increase in the number of thefts from vehicles in the area, both at local beauty spots and on owners’ premises.  Members of the public are reminded to remove all valuables from sight when leaving their vehicles.

A resident has received a telephone call from a ‘Police Community Group’ purporting to work in conjunction with local PCSO’s to try and reduce ASB with youths in the area by setting up events.  The caller was asking for money for an advertisement in a publication.  This is a scam.  Anyone receiving such a call should put the phone down and not give out any details.

Two ducks, a goat and a horse were viciously and some fatally attacked in a field in Pound Lane, Bridford.  These injuries were such that they were not caused by another animal. Anyone with details should contact the Pole on the 101 telephone number.

38    District Councillors Report from Dst Cllr Stephen Purser.  Plan Teignbridge will be publicly examined in early September.   Housing waiting list – Band E will be removed from the system.   The District Council has signed a Memorandum of Understanding to look at the District heating system.   Fracking – extraction of gas from shale – no licenses have been granted in Teignbridge, there is not a supply of gas in commercial quantities.  The Hydro Power Scheme at Dunsford was discussed at the Three Parishes meeting.  This scheme is not working yet, there are significant issues with the quantity of water.

39   Public Discussion

A Parish Councillor mentioned that there is a planning application from South West Lakes Trust to reinstate the toilets at the reservoirs.  To recoup the cost of this, it is planned to install parking meters.

40   Date of next meeting –  Wednesday 4th September  2013 at the Village Hall.  All are welcome.

lean-to, timber cladding and external alterations (DNPA ref 0357/13).  Parish Councillors consulted by email and telephone: The Parish Council has no objections”

Enforcement Notice re building operations without planning permission to erect a timber

building approx 3.65m long x 3.05m wide x 2.8m high.   Enforcement Order to permanently

remove the Development  from the land including all debris and materials and restore the

land to its former condition.  (DNPA ref. ENF/0344/11).   The PC will refer to its original

comments and advise accordingly.

24  National Association of Local Councils  – agreed pay increase for Clerks.  The Parish

Council resolved  to approve a pay increase for its Clerk currently SCP level 20  from £9.591

per hour to £9.687 per hour backdated to 1st April 2013.

25  Audit for year ended 31 March 2013 – external auditors have signed off the end of year

return with no items requiring attention.   As income and expenditure are both

less than £10,000, in accordance with the new charges scale there is no fee payable.

The Parish Council resolved to accept the accounts and approve the expenditure.  The

Chairman checked the cheques to the invoices and the reconciliation to the bank statement.

FOR DISCUSSION

28     Textile Recycling – Rag Bag pays 50p per kilo for every bag of recycled textiles; a volunteer

would be required to empty the recycling bank and put the contents into plastic bags ready

for collection; a suitable site would need to be agreed for the receptacle; a suitable regular

collection point would have to be arranged with sufficient access for the collection vehicle.

The Parish Council will enquire if the recycling bank could be sited in the Village Hall car

park so that textiles could be left when depositing newspapers and all recycling would be in

one place.  In the meantime, the Parish Council will register its interest with “Rag Bag”

Citizens Advice Bureau Newton Abbot is asking for donations to finance their Electors Fund.  The Parish Council only supports local projects within the Valley.

attend and will book his place.

35    DNPA – has re-appointed  Bill Hitchins as Chairman and Maurice Retallick as deputy

36    Community Council of Devon Annual Conference – 12th September at Exeter Racecourse.

37     Warnings from Devon and Cornwall Police

There has been a large increase in the number of thefts from vehicles in the area, both at local beauty spots and on owners’ premises.  Members of the public are reminded to remove all valuables from sight when leaving their vehicles.

A resident has received a telephone call from a ‘Police Community Group’ purporting to work in conjunction with local PCSO’s to try and reduce ASB with youths in the area by setting up events.  The caller was asking for money for an advertisement in a publication.  This is a scam.  Anyone receiving such a call should put the phone down and not give out any details.

Two ducks, a goat and a horse were viciously and some fatally attacked in a field in Pound Lane, Bridford.  These injuries were such that they were not caused by another animal. Anyone with details should contact the Pole on the 101 telephone number.

38    District Councillors Report from Dst Cllr Stephen Purser.  Plan Teignbridge will be publicly

examined in early September.   Housing waiting list – Band E will be removed from the

system.   The District Council has signed a Memorandum of Understanding to look at the

District heating system.   Fracking – extraction of gas from shale – no licenses have been

granted in Teignbridge, there is not a supply of gas in commercial quantities.

The Hydro Power Scheme at Dunsford was discussed at the Three Parishes meeting.  This

scheme is not working yet, there are significant issues with the quantity of water.

39   Public Discussion

A Parish Councillor mentioned that there is a planning application from South West

Lakes Trust to reinstate the toilets at the reservoirs.  To recoup the cost of this, it is planned to

install parking meters.
