Minutes of Parish Council meeting held 6th February 2017

BRIDFORD PARISH COUNCIL
Minutes of a meeting of Bridford Parish Council held at Bridford Village Hall on Monday 6th February 2017 at 7.00pm
Present:  Cllrs  G Hearnden (acting Chairman), A Lord,  R Dowding, E Price, J Padgham, T Evans, Mrs J P Banks (Clerk)

Dst Cllr A Ford attended for part of the meeting.  No members of the public were present.

MATTERS ARISING
4 Minutes – the Parish Council resolved to approve the minutes of the meeting held on 9th January 2017 as a true and accurate record of the meeting
5 Allotments – an agreement has been sent out in respect of plot 3.   Three half plots remain vacant.
6 Play Area – nothing to report
7 Gritting Machine and  treating Bridford Hill – Cllr Evans has obtained details and prices for a new towable gritting machine.  The pros and cons were discussed with regard to continuing with the Snow Warden Scheme (if we have willing volunteers) and the possibility of engaging a contractor.   The Clerk has spoken with Hennock Parish who have asked for tenders to employ their own lengths man.   If a contractor was used, on what basis would it be? e.g. a retainer fee and call out charge.   Volunteers are not keen to come forward as it appears that although under the Snow Warden scheme, they would be covered by DCC insurance for any incident which occurred following the gritting of the road, they personally do so at their own risk and would be expected to provide the appropriate insurance cover for their own vehicle used to tow the machine.  The ideal towing vehicle would be a tractor.   The way forward now is for the Parish Council to write to the Highways portfolio holder at County Hall and obtain in writing where the PC stands with regard to public liability, having taken on the current scheme voluntarily.   We need to establish whether or not the Parish Council and its Councillors could be sued in the event of an accident.   The Parish Council will also have to decide exactly what would be required of a contractor if it is decided to put it out to tender.
Dst Cllr Ford joined the meeting at 7.30pm
8 Adoption of Telephone Box – still awaiting from response from BT.  Will continue to follow up.
14 District Councillor’s Report –  item 14 brought forward

Final recommendations have been published regarding the Electoral Review of Teignbridge.  The National Grid will be working on some of the  pylons between Plymouth and Exeter, starting in April until the end of the year.   This does not includes any in the Teign Valley.   Mobile phone structure – EE is now operational in the Valley.  Broadband provision – Airband is still not operational with the last connections at Christow  remaining  outstanding.     Teignbridge Council tax is increasing by 3.22% which will result in a rise of £5 pa for Band D properties.   District Budget – further savings and cuts are likely.  Government grants are diminishing.

9 Village Garden – no further forward.   The solicitor is experiencing problems locating one of the executors of the current owners of the land.
10 Proposed road repairs at Laployd Barton and Neadon Lane –  Cllr Hearnden reported that the repair work at Laployd Barton has now been done.   The Parish Council is advised that the work at Neadon Lane should be carried out at the end of March
11 Angler’s Cottage – TDV Housing Services has confirmed an Improvement Notice was served under the Housing Ac t 2004 which is due to expire mid February.  If the works have not been completed by the relevant date,  the owner will be in breach of the notice and the case will be referred to legal services to commence legal proceedings.
12 Further training courses re first aid and defibrillator – an item to be placed in Unity, the website and notice boards to find out if there would be further interest in running additional first aid and defibrillator training courses.

13 Meetings attended by Parish Councillors – Cllr Padgham attended a New Councillor training course at Exeter and reported that she found it ‘riveting’!     The course was both interesting and beneficial.  Cllr Padgham gave details of a DALC planning training course to be held on 9th March.   Details will be circulated to all Councillors.

15 County Councillors Report – Cnty Cllr Brook did not attend the meeting and therefore there was no report.

16 The following application was circulated to Parish Councillors and dealt with between meetings due to the

short timescale for the response

Seven Views, Pound Lane, Bridford – re proposed improvements to access including replacement shed and oil tank enclosure / bin store  (DNPA ref 0023/17.  Following a site visit, the Parish Council observed that there are two variations in this retrospective application compared to the original permitted plans.

The Parish Council has no objection to the height of the wall above two metres but objects to the decorative feature intended to top the granite facing as it is not in keeping with Devon traditions.

17 Stonemill House, Stone Lane, Bridford – re proposed change of use from agricultural to equestrian; construction of equestrian exercise area and relocation of two existing mobile field shelters.  (DNPA ref 0024/17.  The Parish Council has no objections to this application.
18 Rockside, Bridford Road, Christow – re proposed replacement garage in different location on site  (DNPA ref 0008/17)  The Parish Council supports this application referring to reasons previously stated.

Cllr Dowding being delegated by the Chairperson, checked the reconciliation to the bank statements and the invoices to the cheques.  The Parish Council resolved to accept the accounts and authorise the expenditure
ITEMS FOR DISCUSSION
26 Great British Spring Clean – although there is a lot of litter along the Valley Road, it is not considered that there is a litter problem in the village.  The Parish Council decided not to take part .
27 Any items for discussion received since publication of the agenda – a request has been received by the Chairperson to change the day of the monthly Parish Council meeting.   The Village Hall is only available on a regular basis on a Monday evening and if the meetings were to take place in the afternoon, it is unlikely that the District and County Councillors would be able to attend and their input is valued by the Council.

The monthly Parish Council meetings will therefore remain on Mondays.

Minutes of a meeting of Bridford Parish Council held at Bridford Village Hall on Monday 9th January 2017 at 2.00pm

Present: Cllrs F Miles (Chairperson), G Hearnden, A Lord, E Price, R Dowding, T Evans, J Padgham, Mrs J P Banks (Clerk).   No members of the public were present.

MATTERS ARISING
4 Minutes–the Parish Council resolved to approve the minutes of the meeting held on 5th December  2016 as a true and accurate record of the meeting.
5 Allotments – whole plot no. 3 has a new tenant on the basis of the first 6 months being rent free as the ground  will need a lot of preparation having been vacant for so long.
6 Play Area – nothing to report
7 Gritting Machine and  treating Bridford Hill – there is concern over the Parish Council’s liability regarding volunteers gritting the road.  Volunteers are concerned about the salt getting up under their vehicles.

For various reasons the current Snow Warden has offered his resignation, but would still be willing to assist if necessary.  The towable gritter has become very rusty although kept in a barn, the conditions are not ideal, somewhere in the village would be more convenient.  We could  see if there are grant monies available to purchase another, more robust machine, but the situation would still remain the same as regards to volunteers and the concern about liability.  Cllr Evans agreed to makes enquiries with regards to the price of a new gritting machine.  The alternative would be to employ a contractor to be on call to grit the hill using their own equipment and who would have their own public liability insurance.    The Parish will have to make the best of what it has for this winter, but a decision will have to be made and arrangements in place by the autumn.  A specification will be drawn up to decide exactly what is required.

Hennock Parish Council is advertising for a Lengthsman.  The Clerk will contact Hennock PC to find out the details of what they are asking for and how much they are likely to have to pay for these services.

8 Adoption of Telephone Box– BT has confirmed that it will not be possible to leave a phone line in for emergency calls once the phone box has been adopted.  The Parish Council agreed that it will continue with the process of adopting for kiosk.
9 Village Garden– the transfer of title to the Parish Council is ongoing.
10 Parking around area around Church Steps and The Old Post Office – two responses have been received following the letter that went to all residents in the vicinity.  It would appear that the residents do not consider that there is a problem, being happy to work together over parking.  A follow up letter will be sent to the residents confirming that no further action is considered necessary.
11 Anglers Cottage – no response to the Parish Council’s last letter to Teignbridge District Council. Will follow up.

24 Burnicombe Farm – RIghts of Way diversions.  Cllr Evans advised the Parish Council of his intention to divert the bridleway and footpath away from the farmyard at Burnicombe Farm.  The Parish Council would have expected even at this early stage to have been consulted by DNPA  and to have a right to comment before a decision on the order.  Enquiries to be made with DNPA.

29 Budget for 2017/18 – the Parish Council discussed the draft budget to decide the amount of  precept required for 2017/18.  Bearing in mind that additional funds are going to be required whatever is decided on the way forward re gritting Bridford Hill, a majority decision was made to increase the amount of precept requested by an additional £1,000 compared to last year.  The Parish Council will therefore request the sum of £7,500 from the precept for the year 2017/18.
ITEMS FOR DISCUSSION
30 Internal Auditor –  the Parish Council was sorry to hear that due to deteriorating health, Ken Abraham will no longer be undertaking any further audit work.  The audit can be carried out by a suitably qualified clerk. Penny Clapham who audited the Bridford accounts last year has offered her services.  The Parish Council resolved to accept her offer and to contact her to confirm.  The Parish Council will send get well wishes and a letter of thanks to Ken Abraham for his many years service.
31 Governance – re DNPA committee members.  Does the Parish Council wish to re-visit the question of  making it clear about it’s opinion of appointment or election?  Cllr Lord suggested a deferment and that it should be discussed with Dunsford and Christow Parishes at the next Three Parishes meeting and that Pamela Woods should be invited to the meeting.
32 Parish Plan or Neighbourhood Plan – the Parish Council will discuss at a separate meeting on 31st January 2017 to review the Parish Plan

38 Public Discussion – a Parish Councillor asked what the up to date situation is regarding planning regulations at Seven Views, Pound Lane.  The Parish Council has generally been in agreement with their proposals in the past and would welcome the opportunity to discuss.  The Clerk will try and arrange an appointment for the Parish Council to meet with the owners of the property.

Repair of the bridge at Leigh Cross – the Parish Council will send a letter to DCC Highways for repairing and restructuring the bridge

29 Budget for 2017/18 – the Parish Council discussed the draft budget to decide the amount of  precept required for 2017/18.  Bearing in mind that additional funds are going to be required whatever is decided on the way forward re gritting Bridford Hill, a majority decision was made to increase the amount of precept requested by an additional £1,000 compared to last year.  The Parish Council will therefore request the sum of £7,500 from the precept for the year 2017/18.
ITEMS FOR DISCUSSION
30 Internal Auditor –  the Parish Council was sorry to hear that due to deteriorating health, Ken Abraham will no longer be undertaking any further audit work.  The audit can be carried out by a suitably qualified clerk. Penny Clapham who audited the Bridford accounts last year has offered her services.  The Parish Council resolved to accept her offer and to contact her to confirm.  The Parish Council will send get well wishes and a letter of thanks to Ken Abraham for his many years service.
31 Governance – re DNPA committee members.  Does the Parish Council wish to re-visit the question of  making it clear about it’s opinion of appointment or election?  Cllr Lord suggested a deferment and that it should be discussed with Dunsford and Christow Parishes at the next Three Parishes meeting and that Pamela Woods should be invited to the meeting.

Bridford Parish Council Minutes of December 2016 meeting

 

Minutes of a meeting of Bridford Parish Council held at Bridford Village Hall on Monday 5th December 2016 at 7.00pm
Present:  Cllrs F Miles (Chairperson), G Hearnden,  A Lord, T Evans, E Price, R Dowding,  J Padgham, Mrs J P Banks (Clerk) and one member of the public.  Cnty Cllr J Brook and Dst Cllr A Ford attended for part of the meeting.

2 Declarations of Interest –  none
3 Public Discussion – A member of the public asked when the Bridford Church Carol service was being held.  The Clerk will telephone him with the date and time.
MATTERS ARISING
4 Minutes – the Parish Council resolved to approve the minutes of the meeting held on 7th November 2016

as a true and accurate record of the meeting.

5 Allotments – nothing further to report.  Still three half plots and one full plot vacant.
6 Play Area – the climbing frame has been repaired but the next inspection is likely to recommend replacing it.
7 Defibrillator and Training – The defibrillator is currently in the care of the Chairperson until it can be housed in a permanent position.    The recent training presented  at the Village Hall by David Wood was of very high quality.  Approximately nine people attended.  The question was raised as to whether further  ongoing training will be offered.  When the defibrillator is in its permanent position, this will be considered.
8 Adoption of Telephone Box – BT has advised that the Bridford telephone box is available for adoption.  The Clerk will now establish what the next step is towards taking over the box to house the defibrillator and follow the process through.  BT did not answer the question regarding whether or not an emergency line could be retained for 999 calls.  This needs to be established.
9 Village Garden –  the solicitor has advised that whilst documentation has been received from one of the executors, no response has yet been received from the other.  The Chairperson will get in touch with the family to try and get things moving.  The Clerk confirmed that once under the ownership of the Parish Council. the Village Garden will be included under its insurance to provide public liability cover.
ANY OTHER MATTERS ARISING
Dst Cllr Amanda Ford joined the meeting.  She was welcomed by the Chairperson and invited to speak
  Cllr Ford offered her support with the process of adopting the phone box and trying to retain the line for emergency calls.  There is no further information regarding Broadband or confirmation when Air Band will go live.  Cllr Ford again re-iterated that she is against the pay rise for Teignbridge District Council’s CEO and had no part in the decision.  It is currently being looked into.  Cllr Ford opposed the Council Tax Reduction Scheme and as a result this will be put back to Executive.    She met with Mark Easton the PCSO for our area and was shocked at the amount of cover provided for a very large area.   Teignbridge Action on Homelessness is being discussed at the meeting this week and Cllr Ford will report back following the meeting.  Cllr Dowding asked if the Dartmoor new local plan had been raised at Teignbridge.  The Chairperson briefly explained Bridford Parish Council’s thoughts and response to the consultation.
Dst Cllr Ford left the meeting at 7.30pm
10 Meetings attended by Parish Councillors – Cllr Padgham attended one of the Devon Highways Conferences and gave a brief resume. DCC has a new contractor – Skanska.  There is a £20m shortfall in Highways.  Out of four hundred villages, only twenty have signed up to join the Road Warden scheme, whilst forty-four now have Snow Wardens.  At this point, Cllr Dowding reported having heard from the farm manager at Seven Acre Farm that the gritter appears to be seized up having had salt left in it since last winter.    This needs to be serviced as a matter of urgency and arrangements will be made to establish the state of the machine and to get it back in working order.

Cllr Dowding attended a TALC meeting where the main speaker was John Hart , leader of Devon County Council.

Cnty Cllr Jerry Brook joined the meeting at 7.40pm.  He was welcomed by the Chairperson and invited to speak
  Cllr Brook apologised for any confusion regarding the situation with NHS Consultations in Devon and confirmed that the consultation only applies to North Devon at the moment.   He confirmed that the Bridford comes under South Devon and South Hams with regard to the NHS.  Cllr Brook spoke highly of the

 

DCC leader who has the job of re-juggling limited funds.  At a DCC meeting this week, Councillors will lobby

the Government for extra funding for Social Care.  Health is a very serious problem and solutions must be found.   Cllr Brook enquired what the state of Bridford Hill has been like during the recent cold weather.  It was confirmed that the Hill had been gritted under the “secondary gritting route” plan on one occasion.

A Parish Councillor mentioned the problems being experienced in trying to get the official training organised for our volunteer Snow Warden.  Cllr Brook thought that this could be provided by an existing Snow Warden who had already received the briefing and offered to find out.  The Parish Council has already chased up DCC many times and will try again..

  Cllr Dowding wished to bring to the attention of the meeting, an ‘eyesore’ on Pound Lane at Seven View, considered to be a distraction to motorists.  The Parish Council has previously supported planning applications for ‘appropriate building’ here  and queries the current situation, at first deciding to write to DNPA  but after discussion, considering that a meeting with the property owners first, would be favourable.  The owners will be contacted to try and arrange this.

  The Parish Council resolved to approve the accounts and authorise the expenditure.  Cllr Dowding, having

been delegated by the Chairperson, checked the invoices to the cheque book and the reconciliation to the

bank statement.

21 Budget for 2017/18 – the draft budget was circulated to Parish Councillors prior to the meeting.  Cllr Dowding did not think that the layout of the figures was very easy to understand and offered to re-do the figures in a more ‘user friendly’ format. The Clerk is happy to liaise with him over this and the budget will be on the January agenda again for discussion and a decision on the amount of precept required for 2017/18.  Cllr Evans suggested that this figure should be increased considerably to enable the Parish

 

 

 

Council to engage the services of a contractor to grit Bridford Hill.  The Chairperson asked Cllr Evans to find out how much this would cost.

  Annual Review of Bridford Parish Council’s Standing Orders – the Chairperson identified some typing errors and queried one part of the document which was then accepted and signed by the Chairman and the Clerk.  Future reviews of the Parish Council’s Standing Orders will take place at the Annual Parish Council Meeting in May.
23 Annual Review of Financial Regulations  – reviewed and accepted by the Parish Council.  Signed by the Chairperson and the Clerk
24 Annual Review of Statement of Internal Control – reviewed and accepted by the Parish Council.  Signed by the Chairperson and the Clerk.
25 Annual Review of Risk Assessment – the Clerk clarified that the assessment relates only to the operation of the Parish Council.  The Parish council reviewed and accepted the document which was signed by the Chairperson and the Clerk.
ITEMS FOR DISCUSSION
26 DNPA New Local Plan – the Parish Council having had two separate meetings to discuss the Consultation was asked by the Chairperson if it wished to discuss Governance at that point and add it to the Consultation or discuss it separately .  The decision was made with 100% in favour to discuss the subject of Governance separately and the Parish Council then resolved to agree to forward its ‘Response to the Consultation’ to DNPA in its agreed format.
27 Governance – the question was raised whether DNPA members should be appointed or should we be able to vote for the people who govern us.  Various views were put forward by individual Parish Councillors.  The Chairperson suggested that thought should be given to this subject prior to the next Council meeting and put on the January agenda.
28 Anglers Cottage – the formal notice requiring the owner to carry out repair works by a specified date is due to expire in the new year. Devon Building Control continues to periodically monitor the building which is not currently thought to be  dangerous and it is not considered that urgent works are required.

The Parish Council will request that the building is inspected at least three monthly.  TDC to be asked if the property does become considered dangerous, if there is any further recourse such as a compulsory purchase order.

Local Energy Advice Project – LEAP – a home visit scheme designed to give households support to help lift them permanently from fuel poverty.  Training course at Exeter 7th December.   The Parish Council did not consider that it was appropriate to take this on but would be keen to receive any further information or advertising material.

South Devon Coastal Local Action Group (SDC LAG) and Greater Dartmoor Local Enterprise Action Fund (GD LEAF) Funding Programmes – details to be published in Unity and on the website.

32 Public Discussion – Cllr Price advised that she has cancelled the next textile collection as there is insufficient in the container to warrant it.  A Parishioner asked for more information about the SDC LAG and GD LEAF schemes and was give a copy of the details which were advised to the Parish Council.

A Parishioner advised that he wished to volunteer to assist the Woodland Park and was given the names of the appropriate people to get in touch with.

3 Cllr Jennifer Padgham was welcomed to the meeting by the Chairperson and signed the Declaration of Acceptance of Office in the presence of the Clerk.
4 Public Discussion – the subject of parking around the loop by the Old Post Office and the church steps, which appears to be permanently  blocked with vehicles was discussed.

The Parish Council has suggested that a letter should be delivered to all residents in that vicinity, (but not targeting any one individual) to see if the problem can be resolved.  A copy to be drafted and circulated to all Parish Councillors.

The Chairperson welcomed Pamela Woods as our new DNPA Parish Link member and invited her

to address the meeting

4a Pamela has been appointed to the board of DNPA.  Members are asked to attend meetings from time to time within their allocated Parishes and to provide information updates.  If there are any issues she will be pleased to raise them with the Park.  The new Local Plan when it is written up in its final form, will be one of the first things that planning officers will look at when considering an application.  The current consultation regarding this plan will be a two year process.  When responding to the consultation, thought should be given as to what you think your Parish should look like in the next ten years.  Workshops are taking place for Councillors to get together with DNPA officers.  A Parish Councillor asked how the Council should proceed in responding to the consultation in terms of a neighbourhood plan.  There is a difference between a neighbourhood plan and a parish plan – a neighbourhood plan is a more formal document, not always considered worthwhile for a small village, which slots into the planning policy while a parish plan outlines aims and objectives. The Parish Council agreed to  defer its planned meeting to review its parish plan until after Christmas and to use this time to prepare a response to the DNPA Local Plan consultation.
Mrs Woods was thanked by the Chairperson for attending the meeting and left at 7.45pm
5 Minutes – the Parish Council resolved to agree the minutes of meeting held on 3rd October as a true and accurate record of the meeting
6 Allotments – there are now only six tenants with three half plots and one full plot being vacant.  These plots

continue to be advertised on the notice board and in Unity.  Cllr Lord suggested that a poster promoting the

allotments be sent to the Teign Valley Gardening Club.  This will be done.

7 Play Area – Cllr Price mentioned that a play area in another Parish has a concrete table tennis table.  The

Parish Council considered this to be a good idea and asked Cllr Price to research further.   The parts have been ordered from Playdale to repair the climbing frame.   A new chain, padlock and keys have been

purchased for the gate.

Cnty Cllr Jerry Brook jointed the meeting at 7.50pm.  The Chairperson welcomed him and invited him to speak,

bringing forward item 13

13 Cllr Brook stated that he was due to attend the Health & Wellbeing Scrutiny meeting the following day.

Change is inevitable as to how health care is delivered in the community with a current consultation regarding how care is delivered in Devon and it is very important that people are aware of the consultation process.    A completely different system is being looked at in the future for care in the community to try and prevent individuals and the elderly ending up in hospital. ‘No change’ is not an option.

Highways – DCC has made the decision to award the Highways contract to a new company with the present contractor South West Highways, ceasing to act for DCC in April 2017.  The present contractor will however, be committed to any work on their worksheet to be done.   A Parish Councillor mentioned pending road repairs in the Parish where the road had been marked but nothing had been done and the markings were disappearing.   Cllr Brook replied that this was likely to be part of a process and he would try to find out what the timescales would be.    Cllr Brook was thanked for his input to the campaign to get the bridge at Leigh Cross repaired.  The Chairperson has received email confirmation that the work will now take place within the next few weeks.  The Clerk on behalf of the Parish Council thanked Cllr Brook for the £200 from the Locality Budget received towards the purchase of the defibrillator,

Grant monies – Cnty Cllr Brook still has funds available for community projects and is encouraging  applications to be submitted.

8 Defibrillator and Training –  this item is combined with item 30, Proposed Removal of Telephone Box

A notice has been displayed on the telephone box asking which is considered the most important use for the BT telephone box – a telephone or a defibrillator?   The Parish Council discussed this in length and the majority decision was to approach BT with the aim of adopting the box for £1 and using it to house the defibrillator.  However, BT will be asked if it is possible to also maintain a line for emergency calls.   Under the ‘adoption’ scheme, BT would supply the electricity for seven years but the box would be taken on in its current condition and maintenance would then becomes the responsibility of the new owner.

Another possible site considered for the defibrillator is on the outside wall of the Village Hall if BT is not in agreement to the PC adopting the phone box.

9 Village Garden – the broken wall was the result of an intruding blackthorn branch.  This has now been removed and the wall repaired courtesy of Cllr Dowding who kindly instructed stonemasons already at his home to undertake this repair.   The Chairperson thanked Cllr Dowding for this gesture.

Transfer of Title to the Parish Council – Kitsons Solicitors are to act in the transfer of title.  Cllr Francis Miles (Parish Councillor and Chairperson) and Joan Banks (Clerk to the Parish Council) will sign the transfer document and  will need to present ID in respect of anti-money laundering procedures.  Kitsons agreed to cap the fees at £500 plus disbursements.   Rosie Evans at Kitsons will be responsible for  the conveyancing work.

10 Parish Footpaths – most of the footpaths allocated to individual Councillors have now been walked and most are in good order.   Councillors will email details of any remedial work needing to be done to the Clerk .  The Council will then decide which needs priority and advise the DNPA Ranger.
11 Meetings Attended – Cllrs Miles and Dowding attended a meeting of Bridford Trust.  Any groups using the park for their own fundraising must arrange their own insurance.
12 District Councillor’s Report – Dst Cllr Amanda Ford sent in her report which related to the following:

Telephone Box – Amanda will be writing to BT to try and maintain the telephone boxes in the Valley until such time that there is an acceptable mobile signal.

Mobile Phone Signal – the main mobile phone providers have been contacted by our constituency MP and they are saying that  we can expect to see coverage from all providers by the end of 2017! The infrastructure is there due to the extension of the mast in Dunsford.  Cllr Ford wishes  to see this process  speeded up .

Broadband – Still awaiting for one installation to be completed outside Christow.  AirBand engineers have indicated that it will be going live at the  end of November.

CEO of Teignbridge District Council , Pay increase – Cllr Ford wishes to make it clear that she does not support the pay increase of the CEO of Teignbridge District Council nor the letters that were written by her fellow conservative Councillors,  Cllr Doug Hellier-Lang and Cllr Sylvia Russell (article in the MDA).  The Executive and the full Council including Independents and the Liberal Democrats were not privy to the transparency of the pay increase .  The Parish is assured that this matter is being looked into.  Cllr Ford will look into any issues that you require her assistance with.

26 Allotment Refunds – earmarked funds.  None of the allotments that have been given up have been left in

an acceptable state by the tenants and therefore refundable deposits taken at the time of the agreements

have not been returned, the monies being utilised to keep the plots cut back until new tenants are found.

The figure for earmarked funds in respect of allotment deposits has therefore been reduced to £90.  The

Parish Council agreed to the retention of the deposits of departing tenants and to the reduction of the

earmarked amount relating to allotment refunds

Bridford Parish Council Minutes of 3rd October Meeting

Minutes of a meeting of Bridford Parish Council held at Bridford Village Hall on Monday 3rd October at 7.00pm
Present: Cllrs F Miles (Chairperson), Geoff Hearnden, R Dowding, A Lord, T Evans, Simon Lee (Dartmoor Ranger), Mrs J P Banks Clerk, Dst Cllr Ford attended for part of the meeting
Before the meeting began, the Chairperson presented the award for the Best Kept Allotment to Francis and Daphne Leversedge who left after the presentation.
AGENDA

The Chairperson welcomed Simon Lee and invited him to speak
Simon explained the Dartmoor Community Paths Scheme and then gave a report about what has been and is currently, happening within the Parish including the Rights of Way review. Rangers are currently trying to involve Parish Councils and community groups with the opportunity for volunteers to be involved at any level. The scheme is very open and wide and one idea is to organise community days when everyone can come together to help.  Simon will list all the jobs that have been done and are yet to be done in Bridford at the moment and email the list to the Clerk.

Cllr Hearnden commented about the description of Bridford in the Dartmoor Local Plan.  The consultation is open for the new Local Plan.  Details to be circulated to Councillors with the item being on the Parish Council agenda for November

3 Public Discussion – Nothing to bring to the attention of the Parish Council
The Chairperson then welcomed Dst Cllr Ford and brought forward item 12 inviting her to speak
Dst Cllr Ford spoke about the Boundary Commission changes.  The Teign Valley will lose Dunsford and gain Hennock.  This will be effective from the 2018 elections.    Airband is having connection problems and is not likely to go live now until the end of November.  With regard to the mobile signal, the providers have yet to put the connections onto the new mast.

MATTERS ARISING
4 Minutes – the Parish Council resolved to approve the minutes of the Parish Council Meeting held on 5 September 2016 as a true and accurate record of the meeting.
5 Allotments – there are still three half plots and one full plot vacant.  The grass cutting contractor will be requested to include them all when strimming the grass at the allotments.  The invoices have been sent out for the annual allotment rents which are due for payment on 1st October.
6 Play Area – Cllr Price has met with the Clerk to look at the broken connection on the rope climber. The Parish Council agreed that Colin Banks should be authorised to see what work is required and to proceed with the repair
7 First Aid Course and Defibrillator – the recent first aid course saw twelve people signing up to attend with fourteen turning up on the night.  Although attendees were advised at the outset that donations would be welcome, it was disappointing that only £20 was collected from those present.  The Chairperson commented that the Parish Council had been charged for the session for the first aid course.  The Parish Council had previously agreed to make a donation of £25 to First Responders and a cheque will now be sent.

David Wood has agreed to run a second first aid course as there would appear to be sufficient interest to do so.  This will be publicised in Unity with a suggested donation of £3 per person.  The Clerk will see if she can obtain the bank details of the First Responders so that attendees at the first course can, if they wish donate retrospectively.  It was then suggested that a ‘part 2’ course should be organised to instruct and familiarise people with the defibrillator.

The defibrillator has been ordered and should be arriving any day.  The Clerk will contact Dean at the Bridford Inn and the electrician to organise the installation of the cabinet.

8 Village Garden – the conveyancing solicitor at Kitsons has given an estimated figure of £500 plus VAT to transfer the title of the Village Garden to the Parish Council.  The Parish Council agreed that an estimated

figure was not acceptable as this amount could rise considerably and there may well be additional extras. It was understood at the outset that the Parish Council would receive a considerable discount.  The Clerk will contact Kitsons to obtain further information

9 Smoking in Bus Shelter – the Clerk already had some no smoking signs and has put one up in the bus shelter
10 Dog Fouling – Teignbridge are no longer putting out any more dog waste bins and due to the toxic level of such waste now being considered a lower risk. dog waste can be put in ordinary waste bins, but must be bagged.   A notice has been put on the litter bin by the phone box but not on the one by the bus shelter as this is not considered appropriate as people sit in the shelter.   It was suggested that owners of the land where there is a problem should put up notices reminding dog owners to pick up after their pets.

ITEMS FOR DISCUSSION
27 Casual Vacancy in the Parish of Bridford – the Parish Council discussed and considered the three applications received for this vacancy and with a majority vote it was decided to co-opt Jennifer Padgham.  The Chairperson will write to all three candidate to advise the decision.
28 Parish Council Contribution to PO rent of Village Hall – the Parish Council resolved by majority to increase the amount by which it subsidises the Post Office rent for the Village Hall to £4.00 per session. This is an increase of 50p per week.  There was one dissenting voice.
29 Checking the Bridford Footpaths – Councillors consulted the local map and list of footpaths within the Parish and were allocated footpaths to walk and report back any problems.
30 Parish Council Meeting dates for 2017 – the list of dates for the 2017 meetings was put forward.  Meetings will continue to be held on the first Monday of the month unless it is a Bank Holiday when it will be moved on a week.  There will be no meeting in August (summer recess) and the Clerk requested as an exception, that the January meeting should be held in the afternoon commencing at 2.00pm.

The following item was circulated via email to Parish Councillors and dealt with between meetings due to the short timescales for submission of comments
Land at Westcott, Moretonhampstead – re erection of agricultural building (30.5m x 15.2m)  (DNPA ref. 0525/16).  The Parish Council replied with a neutral view and commented that it re-iterates the points raised in 2012 and trusts that the Planning Authority will continue to monitor siting, environment and access in line with the report of 5 July 2012.

26 Allotment Refunds – earmarked funds.  None of the allotments that have been given up have been left in an acceptable state by the tenants and therefore refundable deposits taken at the time of the agreements have not been returned, the monies being utilised to keep the plots cut back until new tenants are found.

The figure for earmarked funds in respect of allotment deposits has therefore been reduced to £90 and this needs to be agreed and minuted  This represents three half plots and one full plot.

The Pensions Regulator – requirement to comply with new pension regulations regarding legal duties to all employed staff.  Confirmation of declaration.
