Being the last meeting before Christmas, the Clerk had been baking and so the meeting commenced with mince pies and cream which were enjoyed by all! | |||

MATTERS ARISING | |||
Minutes -the Parish Council resolved to approve the minutes of the meeting held on 6th November 2017 as a true and accurate record of the meeting. | |||
Allotments – it has been confirmed that there is a legal right of way in place across the land at the top of School Lane to allow vehicular access to the allotments, both for contractors and for allotment holders to unload. Cllr Lord asked if the Parish Council would prefer the original gate to be re-hung or a frame with netting. As the gate is in situ and in good condition, Cllr Lord was asked to confirm to Mr Wills that he should go ahead and install replacement posts and re-hang the gate. There are still two annual rentals outstanding and reminders will be sent out. | |||
Play Area – the Clerk has met up with a representative from Glendinnings at the Play Park and now has a quote for the purchase, delivery and installation of an all weather concrete table tennis table. Local contractors will be contacted to invite tenders to excavate, level out and asphalt or concrete the base required, prior to installation. It is hoped that grant monies available should cover the majority of the costs of the purchase and preparation of the site. | |||
Bridford Hill and Snow Warden – DCC has confirmed that the Parish Council’s devolved scheme (i.e. a Snow Warden in a communications role only) is acceptable and volunteers will be covered by DCC’s third party public liability insurance. Cllr Miles will complete the form informing DCC of its contact details for weather warnings. There are now sufficient volunteers for two teams to operate the gritter and a volunteer to clean and maintain it. Further volunteers would be helpful. | |||
Grit Bins – the bins have been checked by Bridford Parish Councillors and a request sent to DCC to attend to the bin at Windhill Gate which has been knocked over. The bins will be checked regularly by Councillors during the winter. | |||
Village Garden – Cllr Dowding has spoken with Mr Roger Clark who co-ordinates the garden volunteers and confirmed that he would welcome advice and assistance with replanting. Now it is not so busy, it is hoped that Richard Hearnden will be available to offer some provisional help and advice with regards to replanting the garden. | |||
Parish Footpaths – Parish Councillors will be walking the footpaths over the next few months and reporting back with any problems identified. A detailed map is available to assist with the exact routes the footpaths take. | |||
Membership of CPRE – the Parish Council agreed that it would not be beneficial to subscribe to membership of CPRE | |||

Meetings Attended by Parish Councillors – Cllr Dowding attended a recent TALC meeting which included a talk by John Hart from Devon County Council about the need for even more spending cuts. Also discussed at the meeting was the need for affordable housing. | |||

County Councillors Report
DCC is interested in the Heart of the South West local enterprise scheme where local authorities would create a committee, working together to draw down funds from Central Government. All the districts need to become members to demonstrate total support in the South West. Once formed, through the devolution process, funds could be drawn that would allow investment of capital project, as the Government is keen to support technical education, maths and computer skills. DCC officers have questions about the scheme, planned over the next eighteen years – which companies will deliver these skills and has Devon got the infrastructure to support the plans? The apprenticeship project within DCC has been very successful and the quota set by the Government has been met. 0.5% of the workforce is now on apprenticeships Financially, DCC is in the black. Children and Young Peoples Services are a drain on the system. Highways are pretty near the baseline. Currently 20,000 tons of salt in store and it is hoped that it will not be necessary to have to purchase any more. Considerable savings have to be made in the budget for 2018/19 and the following year. The County Council has been selling off redundant buildings, the sale of retirement homes has generated about £5.3m in capital. The transfer of assets to town and parish councils will also result in substantial savings in maintenance costs. The Chancellor has made available £45m for the repair of potholes. If the same formula is used as in the past, this will result in £1.75m for Devon. Composting waste has been put out to new management making huge savings. |

Cedar House – re proposed standalone double garage (DNPA ref 0575/17). Discussed together with agenda item 17. Cllr Miles in her absence had advised the Clerk that she had spoken with Chris Hart, Head of Planning, DNPA who confirmed that he has been made aware of the PC concerns regarding Cedar House and is in receipt of the details of the recent meeting between representatives of Bridford Parish Council and Claire Boobier who no longer works for DNPA. Cllr Miles has spoken with Mr Hart over the issue of the track which the Parish Council advised, would like the lack of planning attended to. Mr Hart is also aware that the latest garage application needs very careful consideration. The Parish Council discussed this application in great detail with Cllr Dowding agreeing to draft a response and circulate to the other Parish Councillors for approval prior to submission to DNPA | |||

MATTERS ARISING | |||
Minutes – the Parish Council resolved to approve the minutes of the meeting held on 2nd October 2017 as a true and accurate record of the meeting. | |||
Allotments – invoices have been sent out in respect of the annual rental for the period 1st October 2017 – 30th September 2018. Mr Wills arrived at the allotments to put in a new post and secure the top gate but was unable to gain access due to the gate at the top of the hill being locked. The Chairperson will speak with the land owner to see if access can be obtained across their land as with the previous land owner. The Clerk will contact the grass contractor to find out how he obtains access to cut the grass. A suggestion was made to replace the gate with a wire mesh framed structure put in position instead of the gate and posts. | |||
Dst Cllr Amanda Ford joined the meeting at 7.15pm and the Chairperson invited her to speak | |||
District Councillors Report – Dst Cllr Ford has moved into Exeter but will continue as District Councillor for the remainder of her four year term. Cllr Ford was unable to attend the Community Safety Partnership Meeting in the South Hams but will forward a copy of the minutes. Collectively, the Fire, Ambulance and Police do not wish to get rid of the PCSO’s.
The Council Tax Support Grant has been reduced by 10% for 2018/19 and by 2019/20 it will have disappeared. At the Overview and Scrutiny meeting, concern was raised over the nitrogen dioxide levels, but there are no problems in the Valley. This is the number one health concern at the present time. From 6th November, TDC recycling will be collecting aluminium foil trays in the kerbside recycling boxes. In the private rental sector, the @Help to Heat Scheme grant is available for replacement boilers and electric storage heaters. Play Area – No further quotes have been received in respect of the restoration of the fort. The Parish Council authorised Colin Banks to undertake this work in the Spring and requested a resume of the planned work to be submitted. The Clerk is obtaining quotes for the installation of a concrete table tennis table and will apply for grants from TDC District Councillors Fund, the Elector Fund and DCC County Councillors’s Locality Budget. | |||
Bridford Hill and Snow Warden – further discussions took place. Should we challenge the criteria? Number of people and traffic movements. There is no regard to distance, bends in the road and gradient. Should the Policy Committee be challenged on the nature of the policy?
Snow Warden scheme – there is now a volunteer ‘Snow Warden’ but in a co-ordination role only – they would not operate the gritter. There is now a volunteer to maintain the gritter and a second person to help with it. There are six volunteers to take out and operate the gritter, two having vehicles with tow bars. This would enable two teams to be alternatively on call. The Parish Council will set out it’s Snow Warden Plan and confirm with DCC Highways that in this format with the Snow Warden undertaking a co-ordination role only, that it will be covered by DCC insurance. |

Roadside grit bins will no longer be refilled automatically and must be reported to Highways if a refill is required. Parish Councillors have been allocated grit bins to check and report back to the Clerk whether they need refilling, have been damaged or if the contents are not useable. Village Garden – now that the Parish Council owns the land, should it be more proactive in overseeing its maintenance and co-ordination of volunteers? Cllr Dowding to speak with Roger Clark. Agenda item for December to discuss replanting. | |||
Overgrown Hedges on Pound Lane – have now been cut. | |||

The Old Quarry, Pound Lane – DNPA has responded to the Parish Council’s query re a number of caravans at the Old Quarry. A DNPA planning officer visited the site in May when the occupier of one of the caravans was in the process of vacating having been given notice by the Park. DNPA will confirm that the notice has been complied with in the near future. The new landowner intends to carry out caravan repairs which would fall within the same use class as vehicle dismantling/scrapping which was previously taking place on the land and as such, would not require a planning application for change of use.
On a separate matter, the Authority has investigated and confirmed a report concerning the residential use of land on the opposite side of the road where a timber clad building has recently been erected and is being occupied above the Old Quarry or what used to be known as Southwood Piggery. The Authority has also reported to the Environment Agency a number of incidents of tipping, waste disposal and burning on this site that it will be investigating in due course and has asked the Parish Council if it has any information on either of these matters. The Parish Council was not aware and will be asked to be kept informed of progress as and when. |

Cnty Cllr Jerry Brook joined the meeting at 7.50pm – the Chairperson welcomed him and invited him to speak | |||
County Councillors Report
Cnty; Cllr Brook continues to support the Parish Council in its efforts to reinstate Bridford Hill on the primary gritting route. He has asked Stuart Hughes, the portfolio holder, by which process they arrived at their decision and was advised that the response would be the same as previously. Cllr Brook will continue this conversation. The Teign Valley Road repairs are progressing positively. There are grant monies available to assist with Parish road repairs, run in line with the Road Warden scheme. Cllr Brook offered to assist with any grit bins that need replacing if problems are experienced with Highways. Cllr Brook has spent a morning with the Highways Officer looking at the state of the roads in and around the Teign Valley. The roads out from Bridford to the Reservoirs are pencilled in to be repaired. An additional £7.5m additional funding has been made available for school fees from the Government equating to £80 per pupil. This still leaves us way behind as there is a serious strain on the budget itself. The County Council has no input into how that money is utilised. 85% of the school budget money goes on salaries. Returning to the subject of Bridford Hill, the Chairperson thanked Cllr Brook for obtaining a response from DCC. With regards to the ‘500’ residents criteria, what are they looking at on a map? Is there a village envelope or is the village the Parish? The only route to Bridford is always uphill or downhill. Has DCC applied its policy appropriately? The Chairperson suggested to Cllr Brook that DCC should look at Buckinghamshire’s policy where gradient, length and bends are all relevant criteria. Policy makers need to pay more heed to geography. Cllr Brook to ask the following questions: How is it decided which houses count to the criteria number? When is the policy due to be re-visited? |

Bridford Parish Council’s Planning Procedures and Policies document has now been agreed and will be published on the Bridford website. This planning guide will be revisited on an annual basis. It was useful to have Pamela Woods in attendance during this discussion and she was able to confirm some points with regards to DNPA planning. | |
25 | Parish Plan – the Parish Council reviewed the review dates to ensure that all is going to plan with suggested timescales. A review in Spring 2018 was added in respect of further defibrillator use and first aid training. Everything else is progressing as per the Plan. The subject of whether or not the Parish Council or the Teign Valley requires a Neighbourhood Plan was raised again and it was suggested that Jo Rumble from DNPA Planning and a Neighbourhood Planning expert from Devon Communities Together should be invited to the next Three Parishes Meeting and that the focus of the meeting should be ‘Do we need a Neighbourhood Plan?’ | |

Confirmation of ‘completion of audit’ has been received from Grant Thornton, the only observation being that the defibrillator, purchased in the financial year was not added to the assets figure. The figure will be amended as a brought forward ‘assets total’ on next year’s return, as per Grant Thornton’s instructions. The official Notice of Completion of Audit will be displayed on the main notice board and published in Unity and on the Bridford website. |

A Parish Councillor noted that there is a larger than would be expected, number of caravans at the Old Quarry on Pound Lane, grid ref. 82422 86494. DNPA to be asked where they are with regards to planning for these caravans. A Parishioner has concerns about the pursuit of certificates of lawfulness and people who set out to make use of it. There is concern that presidents are being set. A Parish Councillor stated that these applications draw the Parish Council’s attention to the fact that people are living where they don’t have permission |

RESIDUAL WASTE ANALYSIS Over the next two weeks a team from MEL Research will be working in the Teignbridge area on behalf of Devon County Council to conduct a waste audit on residual waste collected from a selection of properties in the District. As part of a Devon wide initiative, representatives will be removing residual waste from the black bins that are presented at randomly selected properties on their collection day. The householders are not informed that this is happening prior to removal, however the representative will have ID and a pre-printed letter of explanation which will be given to any householder upon request. The waste analysis will help us understand the composition of the residual waste we collect and inform future communications with householders. It will also help us, and DCC, to shape future Waste Management Strategies. The waste audits will be carried out in the Newton Abbot area on Thursday 5 October, Tuesday 10 October and Friday 13 October and in the Dawlish area on Monday 9 October. For further information please contact Tracey Fey, Waste Project Officer on 01626 215824 or email [email protected] NEW AFFORDABLE HOMES SURVEY 2017 At Teignbridge District Council we are proud of the number of new affordable homes we have provided over the past few years, but we are always looking for ways to improve our product and services. Each year we survey residents who move into our new affordable and intermediate homes. Usually, this is in the form of an online, or mail survey, but this year we tried something different. We wrote to the 118 households asking them to take part in a 30 minute, face to face interview, so we could listen to residents’ experiences of their new homes, within their home environment. In all, sixteen households participated in the survey. Despite issues being raised, the general level of satisfaction was high and all occupants surveyed were pleased with their new homes, being vastly superior to their previous living conditions. The survey is attached to the covering email. GRANT THORNTON TO REMAIN TEIGNBRIDGE’S EXTERNAL AUDITOR Local Authorities were given the freedom to appoint their own external auditors following the abolition of the Audit Commission. The new arrangements are due to commence April 2018 with chosen auditors needing to be procured and appointed by December 2017. Teignbridge, joined 483 other local authorities and police bodies in opting into a collective auditor procurement exercise run by the national body Public Sector Audit Appointments (PSAA). PSAA’s results have just been announced with Grant Thornton appointed to audit Teignbridge, Exeter, and East Devon Councils. Having the same auditor as our Strata partner Councils will make for easier auditing of our Strata accounts which have to be reflected individually within the 3 councils’ finances. It’s also great news for Teignbridge in terms of continuity of working with our existing Grant Thornton audit colleagues. The appointment is for 5 years. In answer to your question around the Connecting Dartmoor & Exmoor contract, Airband are very close to completing the final elements of this network and completing their coverage for the area. They are also looking at possibilities for additional coverage using slightly different technologies which would increase coverage and hit many of those properties currently unable to receive signal.

Warning Road Signs – the owner of Birch Tree Farm thanked the Parish Council for its support in arranging for ‘No HGV Vehicles’ warning signs at Neadon Lane end and Green Bridge end of the lane. These have been agreed and will be supplied by Highways, with the owner covering the cost, but have yet to be put in place. Repairs to Pound Lane – a Parishioner commented that DCC has done a good job repairing the road surface on Pound Lane (aka Bridford Hill). Overgrown Hedges – the Parishioner also commented that as it is September, landowners can now cut their hedges. Landowners with hedges bordering Pound Lane will be contacted and asked to arrange for them to be cut as a matter of safety. The Chair asked the owner of the hedge on the corner of the back road to Christow, who was present at the meeting, if they would make arrangements for this to be cut. Repairs to Church Tower – a Parishioner commented that although the downpipes are taking the water from the roof, the wall still appears to be very damp and questions whether the work recently carried out has solved the problem. Vehicles parked on bend opposite the phone box – concern was raised by a Parishioner and a Parish Councillor over a vehicle which seems to be parked almost permanently on the bend, forcing vehicles to drive around on the wrong side of the road. The PCSO Mark Easton will be contacted and advice sought with regards to the legality of parking here. Parking in the village is a huge problem. Could the grass area in front of Oxenpark Gate be used for parking vehicles?

Very little to report, all quiet during the summer. The next meeting has a very heavy agenda, over viewing Strategy Performance, Infra Structure Delivery Plan, TDC Local Plan. Cllr Ford is attending a meeting next week re the Greater Exeter Plan. There is an acting temporary Head of Payroll, it is not known if there will be another CEO.
Cllr Ford questioned where we stand legally as a Parish if the emergency services could not get through if the main road into the village was inaccessible due to icy conditions. Not many villages in the county are isolated by such a steep hill. Cllr Ford will liaise with Cnty Cllr Brook over the 500 residents limit and what grounds are that this figure is reduced by outlying properties. What is DCC’s legal responsibility in keeping a place accessible? We need to find grounds to change current policy. Cllr Ford is not longer resident in the Valley and now lives in Exeter. She will continue to serve the Teign Valley ward for the rest of her term but cannot stand for re-election next time. |

5 | Allotments – Mr Reg Wills has kindly agreed to put in new gate posts and re-hang the gate at the top of the allotment ground. Mr Wills had previously requested the Parish Council to purchase the new gate posts but has now advised that he has an old telegraph pole that will do the job. The allotments were judged in August with Bridford’s Best Kept Allotment award being won by Sam Newman. An item in Unity magazine is asking if anyone would be interested in keeping bees at the allotments. The Parish Council considers that this is a good idea in principle but will ask the Parishioner for more information if they get sufficient interest to go ahead. | |

Cllr Brook had just driven up Pound Lane and commented that he was pleased with the work which had recently been done, but apologised for the inconvenience caused, in particular to the local pub with deliveries. There are already skid marks on the sections of new tarred road surface. Cllr Brook will try and ascertain whether this is the final surface or if there are plans to tar and chip it. Grants – Cllr Brook has an allocated budget of £10,000 (£1,000 per Parish). The Village Hall has already expressed an interest. Consideration should be given to the split of funds between organisations in the village. The Chairperson has heard rumours that Pound Lane could be downgraded and asked if it was true. Cllr Brook confirmed that there is no truth in the rumours, the road being the main access to Bridford.
Cllr Lord advised that there had been a recent accident on Pound Lane between a coach and two cars and that DCC Highways owns a piece of slipway on the hill opposite the quarry which, years ago, was used as an escape road. The owner of the land adjoining it, built a bank and barricaded it up. It needs to be established whether DCC owns or ever did own this piece of ground before involving Cllr Brook. The Chairperson suggested a site visit with Cllr Lord to identify the area in question. |

6 | Play Area – following this year’s RoSPA report, the Clerk and Cllr Price inspected the fort & slide and the ‘A’ frame both of which have been recommended to be replaced. Cllr Price suggested to the Parish Council that the fort is worth restoring as a replacement would cost many thousands of pounds and is a far better structure than a modern plastic replacement would be. This was agreed by the Parish Council. Invitations to tender for this work will be published in Unity magazine. The ‘A’ frame is past its sell by date with much of the wood being decayed and Cllr Price suggested that this should be removed and replaced with an outdoor table tennis table which has been discussed in the past. 7 | Bridford Hill – Pound Lane (aka Bridford Hill) was closed for two days for surface dressing work to be carried out and this has now been completed. Thanks have been passed on to Highways Department. A public meeting will be held on 12th September to discuss the way forward with regards to the treating of the road surface during freezing weather conditions. The Chairperson has asked for support for this very important meeting. Somebody is required to maintain the machine, not necessarily to have to work it. The PC will continue to write to DCC twice a year lobbying for Bridford Hill to be returned to the primary gritting route. | |

9 | Blue Advisory Road Signs – DCC Highways has agreed to supply two ‘No Access for HGV’s’ signs to be placed on Neadon Lane at the end of the lane leading to Birch Tree Farm and at the Green Bridge end with the cost being borne by the owner of Birch Tree Farm. The installation of the signs will be undertaken by DCC contractors. The incorrect road junction markings on Neadon Lane although advised to DCC have yet to be rectified. | |
