6 | Play Area – RoSPA inspection report. Cllr Price has examined the report and made recommendations. Consideration must be given to replacing the A Frame and the Fort / slide over the next two years. Enquiries will be made with regard to replacements and grant funding available. Cllr Price and the Clerk will discuss other minor work to be done. | |

Condition of road surface – Simon Pearson of DCC Highways is aware of this road and has made bids for funding to carry out some resurfacing. Recommendation for everyone to individually report potholes and damage to road surfaces direct to the website link: httpl://new.devon.gov.uk/roadsandtransport/report-a-problem Future gritting plans – it is time to send another letter to Devon County Council highlighting the problems with regard to Bridford Hill being removed from the primary gritting route. A draft specification was agreed which will be published in Unity and on the notice board and sent out with invitations to tender to local contractors. This is likely to be on the basis of a retainer fee and individual call out charges. The Parish Council’s towable gritter has been left outside and is now in a very sorry state and the controls have seized up again. If we were to revert to the Snow Warden volunteer scheme, thought would have to be given as to whether it would be better to buy the basic model and replace it every three years or to purchase a much more expensive model with a stainless steel chassis. However, the suppliers have made it clear that all machines must be looked after and washed down after each use. The owners of Seven Acre Farm are to be approached to see if they would be willing to assist as it is in their interest to keep the road open for the milk tanker and their own farming vehicles. Cllr Miles will give a presentation about the gritting of the roads and conduct a discussion with the public at the Annual Parish Meeting in May. |

8 | Telephone Box Maintenance – BT has repaired the light and the broken glass in the telephone box but requires photographic evidence that it needs painting. The Clerk will take photos and submit them to BT. | |
9 | Defibrillator – Cllr Dowding reported that EDF has still to install a new three phase meter at the Village Hall and until this is done, the electrician cannot complete the electrical works including the installation of the defibrillator outside in the porch. The Clerk circulated a breakdown of costs showing how the defibrillator had been paid for. | |
10 | Village Garden – now belongs to the Parish Council with the transfer formalities at HM Land Registry having been completed. The insurance company has been asked to ensure that public liability cover is extended to cover the Village Garden. | |
11 | Parish Plan – Cllr Lord making enquiries with regard to setting up local monitoring of healthcare, has found a Parishioner who is interested in assisting. Cllr Lord to draw up a list of residents who may require help. | |

Cllr Dowding attended a recent TALC meeting which included a talk by the Police about cyber crime. Cllrs Miles and Dowding attended a meeting of Bridford Trust which outlined uses of the land, and uses of the reserves. Events will be held in the Woodland Park to include the community with an open afternoon on 14th May. Councillor Price to ask Bridford Trust to report any maintenance required when checking local footpaths. |

15 | District Councillors Report – Cllr Ford not present but sent a report. Airband advise that the Christow mast is going live and expects to get people connected from mid April. Cllr Ford has contacted local MP to ask him to again contact all the mobile phone providers to speed up the process as to when they will connect to the existing mobile phone infrastructure that is now present in the Valley. A number of ‘incidences’ reported around the reservoirs. A call for local foster carers and accommodation for Syrian Refugees.
Cllr Ford has given just under £1,000 from her Community Fund to aid and provide a night landing site for the DAA in Christow. There are new guidelines for recycling food waste. County Council Elections are being held on 4th May 2017. |

The Clerk circulated details of the breakdown of how proceeds of the Clothing Bank have been distributed since the project commenced.
The Parish Council resolved to accept the accounts and authorise the expenditure. Cllr Dowding, being delegated by the Chairperson, checked the invoices to the cheque book and the reconciliation to the bank statement. |

BRIDFORD PARISH PLAN UPDATED JANUARY 2017
INTRODUCTION
Bridford’s first Parish Plan was published in February 2005. It was developed and based on the responses to the questionnaire issued to all households in Bridford Parish in 2004 which provided the Parish Council with a lot of helpful information including a profile of its residents and issues of concern or interest to the over 70% that responded to it. The then Parish Council felt strongly that it was vital to obtain support from the community in this way. Although the Parish Council took the initiative in preparing the early drafts of the Plan, the final version also included suggestions and proposals from representatives of the various organisations in the village. The Parish Council was very aware that success would only come through the involvement of individuals as well as the various organisations in the Parish. It was a Plan by the community for the community and reflected its aspirations both for the short and longer terms and the substantial progress made since then bears this out. It was important to ensure that the Plan, developed as a follow up to the questionnaire, contained those matters that were realistically achievable as well as those that were more in the nature of a “wish list”. In addition, it was important to prioritise the issues and the action to be taken, in order to ensure effort was concentrated on a few issues at a time to achieve solid progress. In a recent review of the matters then listed, of which many have either been or are in the course of being addressed, Councillors decided it was appropriate to update the Plan with new time horizons and reissue it. The updated Plan that follows sets out, within appropriate headings, the various matters that the present Parish Councillors feel should be addressed. As was the case before, not everyone will agree with all the proposals and suggested solutions but every effort has been made to ensure that the issues listed command majority support. These matters have been prioritised, given a timeframe for action, by whom, where funding is required and its possible source. This will now be affected by the austerity measures achieved by central and local government. THE PLAN
PLANNING
DEVELOPMENT The Parish Council takes a firm stance to ensure due regard is taken of its views when planning decisions are made. Councillors attend DNPA meetings as appropriate and planning workshops. Any future major developments and smaller developments for infilling or conversions will all be judged on their merits. It is Council policy to try and undertake site visits in respect of allplanning applications. ENFORCEMENT There has been a measure of success in ensuring proper application of enforcement legislation by DNPA where there have been breaches in planning matters. Parish Councillors will continue to monitor developments for compliance with planning consents and consult with DNPA where development has taken place without consent. If parishioners are concerned about a development they should inform a Parish Councillor or DNPA. EMPLOYMENT The Parish Council is keen to encourage new forms of economic opportunities and business development and to talk to people about their plans. It will actively encourage anybody wishing to establish economic activity. The Parish Council understands that DCLG is looking for National Parks to be proactive in maintaining growth and prosperity in communities. PLANNING GUIDANCE It is intended in 2017-19 to reframe these aims into a clear statement of planning objectives to guide Parish councillors in their responses to each Planning Application. In addition the Council will examine the implications of developing a statutory Neighbourhood Plan, alone or in collaboration with other local Parish Councils

SERVICES
PUBLIC TRANSPORT The Parish Council will maintain pressure on operators to consider suggestions regarding frequency, destinations and timings. It is concerned about potential future bus cuts and will resist any attempts to reduce this service any further. The current bus service will continue to be publicised. Mini buses are available for hire from Acorn Community Support or at Moretonhampstead and a taxi service operates at Christow. ROADS Potholes on roads are repaired when DCC are notified. Parishioners are encouraged to contact DCC as and when potholes occur via the DCC website: https://new.devon.gov.uk/roadsandtransport/reportaproblem Pressure will continue to be put on DCC to carry out regular maintenance to ensure road surfaces do not deteriorate further. SPEED, TRAFFIC CALMING AND ROAD SAFETY The main issues are safety at the junction at the top of Pound Lane and at the bottom at the junction with the B3193. Ensure that our voice is heard when funding becomes available. HEDGES Ensure roadside hedges are trimmed with sufficient frequency where road safety is an issue, being mindful of conservation issues. Encourage landowners to cut their hedges. |

RECYCLING
The weekly recycling collection is working satisfactorily. Encourage recycling and the collection of clean paper and newspapers at the Village Hall and explore other ways of recycling. The Parish Council is keen to ensure the continuation of the annual rural skip facility and will advertise the dates. HEALTHCARE Keep a watching brief on facilities for the health and well being of parishioners. In association with other village organisations and individual volunteers, the Council will become more proactive in monitoring or initiating the care of lonely or vulnerable residents for the purpose of maintaining their physical and mental health. The Council seeks to ensure local medical facilities are maintained and where appropriate, developed, including doctors’ surgeries and the Acorn Community Support facilities. Moretonhampstead hospital no longer has in-patient beds but is operational as a hub. Okehampton Hospital is under threat. POLICING, SECURTIY AND SAFETY Police contact is maintained via the PCSO currently Mark Easton as and when necessary and Parishioners should be aware that they can contact him direct by email or by telephoning 101 and leaving a message. Continue to coordinate with other information services. Police have asked Parishioners to report problems so that all incidents are logged. The Parish Council will take action as required and will continue to support the Neighbourhood Watch scheme and will try to ensure the whole village is included and involved in the scheme. MOBILE LIBRARY Residents enjoy the services of DCC’s rural mobile library once a month on a Thursday. The Parish Council will keep up the pressure to ensure that this service continues at the existing level.

APPEARANCE
CONSERVATION The Bridford Trust owns and manages Bridford Woodland Park and Rowden Valley Wood. These are managed for public access, recreation and wildlife. Currently, in addition to ongoing conservation work, the Trust is particularly focussing on extending the community aspects and educational usage of these sites, together with ecological monitoring. The Trust is funded by grants and by membership subscription. The Parish Council has two representatives on the Bridford Trust Committee, who report back to Council meetings. VILLAGE GARDEN The Parish Council is in the process of taking legal ownership of the plot of land used as the Village Garden and the consequent obligations. ENVIRONMENT & SUSTAINABILITY Issues are addressed as they arise and are taken up with the appropriate authorities. DCC now turn off the street lights between midnight and 6.00am. The Parish Council actively encourages people to explore alternative energy and will look to develop sustainable opportunities. It will watch the developments at Christow to see if anything could be relevant to Bridford. LITTER, FLY TIPPING & GRAFFITI Litter bins are regularly emptied. Fly tipping should be notified to a Parish Councillor or direct to TDC’s Rapid Response team. Ongoing maintenance is required for the bus shelter. DOG FOULING This continues to be a problem and incidents should be reported to the Dog Warden at Teignbridge Council. The situation will continue to be kept under review. Dog owners may now place their plastic bags of excrement in normal litter bins

COMMUNICATIONS
NOTICE BOARDS The notice boards are kept in good repair. The use and location of all notice boards will be kept under review and if necessary, changes will be made. The Parish website also provides information about events. UNITY MAGAZINE The Community to continue to support and develop this magazine WEBSITE Bridford’s website www.bridfordvillage.co.uk is successfully up and running and is regularly updated. Organisations can use this as one of the prime means of communication, along with Unity, to keep Parishioners and visitors informed and are asked to ensure their entry contains up to date information. COMMUNITY It is hoped this Plan will go some way towards supporting the community, ensuring the Parish has the will to maintain Bridford as a good place to live. The Annual Parish Meeting is promoted as an opportunity for all the village and its organisations to meet to exchange views. A tripartite meeting of the neighbouring Parishes Councils of Christow, Dunsford and Bridford takes place annually at which common issues and concerns are discussed. Joint action is taken where possible and the minutes of all meetings are exchanged. The Council will explore whether Hennock Parish Council would wish to join this arrangement. EMERGENCY GRITTING / SNOW WARDEN For winter emergencies, a Bridford snow plan has been developed, managed and reviewed by the Snow Warden and team. The Parish Council will continue to monitor the voluntary gritting of Bridford Hill and investigate making alternative arrangements. INFORMATION LEAFLET Information leaflet “Contact” is updated as necessary. New residents are given a copy. Consideration to be given to putting this information on the Bridford website.

FACILITIES
AFFORDABLE HOUSING Those in need of affordable housing are encouraged to register their need with Teignbridge District Council and Devon Home Choice. VILLAGE HALL Parish Council to provide ongoing support. SCHOOLS / EDUCATION Parish Council supports Christow, Doddiscombsleigh and Dunsford schools ALLOTMENTS Owned and run by the Parish Council which seeks to ensure that they are kept cultivated, fully occupied and neat and tidy. WOODLAND PARK AND ROWDEN VALLEY WOOD The Bridford Trust maintains the Woodland Park and Rowden Valley Wood. The arena is available for events and more activities are being promoted. CEMETERY A limited number of spaces in the churchyard are available. VILLAGE GARDEN This is a village amenity to be kept as an attractive feature and meeting place in the centre of the village. PARKING A review was undertaken and recommendations noted. Spaces are available on request for visitors in the Woodland Park. Parking at the Village Hall is only available for those hiring the hall or for use by churchgoers. More off-street residential parking areas to be sought and developed. The Parish Council will try to ensure that all new developments have parking. BRIDFORD INN & VILLAGE SHOP Parishioners are encouraged to make use of these very important village facilities. The owners have kindly agreed to the pub being used as a centre in the event of an emergency. ADULT EDUCATION & ACTIVE RETIREMENT Regular ‘chat -in’ meetings are held in addition to weekly keep fit sessions. The possibility of courses being held in the village will be explored if requested and the Parish Council will work with TDC on health initiatives e.g. Villages in Action, if and when asked to do so. (see above under health) PLAY PARK Weekly checks are carried out by the Parish Council to ensure safety is maintained. An annual safety check of all equipment and surfaces is undertaken by RoSPA. YOUTH AND SUPPORT The Parish Council supports all sporting activities including the cricket club and any future youth development. The Teign Valley Scouts, Beavers and Cubs are operating successfully. CHILD MINDING There are now child minding facilities in the Village and Parishioners should refer to Unity for individuals offering this service. FOOTPATHS AND BRIDLEWAYS A Bridford Walks booklet published by the Bridford Trust has been revised. Parish Councillors arrange to walk all paths annually and report back to the Parish Annual meeting. Any opportunities to create other paths will be considered as they arise. INTERNET ACCESS Broadband is now available for much of the Parish and access is being extended throughout the Parish. High speed Broadband has arrived but is not available at some of the outlying properties in the Parish. PUBLIC TELEPHONE After BT indicated the likely closure of the phone-box due to lack of use, the Parish Council applied to adopt it to house its defibrillator, but the application has been refused and it will now continue to operate as a public phone box. The Parish Council will support and encourage any plans to improve mobile phone reception.

ENVIRONMENTAL POLICY STATEMENT
We will manage our activities to minimise wherever practicable their effect on the environment. Environmental regulations and laws, as applicable to Parish Councils will be regarded as setting the minimum standards of environmental performance. We will aim to use companies which consider the environmental impact of its products and services. We will try to ensure that products and /or services supplied or provided by third parties can be used, handled, stored and disposed of in a manner which safeguards the environment and the health and safety of all. We will try to reduce waste to the lowest practicable level ensuring safe and responsible disposal of any waste created in an environmentally sound manner. We will seek to increase environmental awareness. We will review and update the policy on an annual basis. We will monitor our compliance with this Policy statement
WHAT ARE THE BENEFITS OF A PARISH PLAN?
· It gives guidance and a framework to the organisations in the Parish being an “agreed to do” list · It is a communication tool · It must be seen as a working document and a driver to get things done · It provides a timescale for matters that will be addressed · It provides a vision that transcends short-term changes in parishioners involved in the organisations, such as changes in members of committees and changes in those on the Parish Council
· It helps to ensure that the views of the local community, mainly through the Parish Council, carry more weight with other bodies, such as Teignbridge District Council, Devon County Council and Dartmoor National Park Authority when decisions are made by those bodies that affect Bridford
· It facilitates the raising of funds for projects that will benefit the community · It enables the prioritisation of projects backed by the community ARE THERE ANY POTENTIAL DRAWBACKS? · It is important to avoid creating a talking shop · Some of the Plan may be unrealistic · Without the Plan being reviewed regularly, it would stagnate · If progress falters, the Plan would lose support very quickly
CONCLUSIONS
A Parish Plan is a dynamic community document to be kept in the forefront when considering matters affecting the Parish. It will be an agenda item at every Parish Council meeting so that progress can be measured and the Plan will be reviewed as time passes and views develop. However, for this to be a success all suggestions will be welcomed and considered in the review process. The facilities that we still have must be carefully guarded in order to maintain a thriving community. We need to ensure young people are not driven away through the lack of reasonably priced housing. The core facilities for a sustainable community are a shop / PO, pub, village hall and school. Certain facilities, for example a shop / outreach Post Office service, have proved to be sustainable in Bridford.

7 | Gritting Machine and treating Bridford Hill – the Chairperson reported that she does have a short list of volunteers to operate the gritting machine. There is no issue with regards to liability, responsibility remains with the County Council. The Parish Council will pursue some form of contracting out. The Chairman and Clerk will decide on the wording for invitations to tender. In the meantime, the Chairperson will contact the volunteers in the event of the severe weather. The Clerk to check to see if the bags of salt have been delivered to Seven Acre Farm. | |
8 | Adoption of Telephone Box – BT has advised that it is no longer available for adoption and will continue to operate as a coin operated telephone box. In view of this decision, the Parish Council will contact BT and request that the box is restored and maintained. | |
9 | Defibrillator – telephone box no longer an option to house the machine. Other options discussed – the telegraph post next to the phone box, outside the Chapel and outside the Village Hall. Awaiting response from Western Power regarding permission to use the telegraph pole and whether they would sponsor the electricity to power the heated cabinet. Electrical power supply refurbishment being undertaken at the Village Hall, this would be convenient to include the installation of the defibrillator. The Clerk to email Councillors with the response from Western Power and a final decision will be made regarding the location. | |
10 | Village Garden – the solicitor has now heard back from all parties concerned and the transfer will now proceed. The garden requires some replanting. Cllr Hearnden to look into obtaining some alpines. There are earmarked funds for the garden which would cover the costs of some new plants. Cllr Hearnden to look at the garden with his son and decide what plants would be best to improve it. The PC will take over responsibility for the garden when the transfer of title is completed. Rota for volunteers needs to be revised. | |
11 | Angler’s Cottage – TDC has advised that the owner is in breach of the Improvement Notice as the works have not been completed by the specified date. Further action will follow. | |

The Chairperson welcomed Cllr Brook and invited him to speak. The proposed County Council budget for 2017 was accepted. £23m less than last year and there will be some redundancies as a result. It is a case of giving with one hand and taking with the other. There will be increases in council tax. There is still a question mark over how the Authority will be able to deliver in a rural based area. 60% over three years will make a big difference in being able to deliver. There is an increase in the subsidy to the rural bus network. Roads are losing £1.5m – 2m. Social care is a very serious issue which local MP’s are now far more responsive to. Next year will be the biggest challenge. Cllr Hearnden reported to Cnty Cllr Brook
that Bridford Hill is deteriorating by the day with potholes and the collapse of the road edges. Advised to continue to contact Simon Pearson at Highways requesting urgent remedial work. |

4 | Minutes – the Parish Council resolved to approve the minutes of the meeting held on 9th January 2017 as a true and accurate record of the meeting | |
5 | Allotments – an agreement has been sent out in respect of plot 3. Three half plots remain vacant. | |
6 | Play Area – nothing to report | |
7 | Gritting Machine and treating Bridford Hill – Cllr Evans has obtained details and prices for a new towable gritting machine. The pros and cons were discussed with regard to continuing with the Snow Warden Scheme (if we have willing volunteers) and the possibility of engaging a contractor. The Clerk has spoken with Hennock Parish who have asked for tenders to employ their own lengths man. If a contractor was used, on what basis would it be? e.g. a retainer fee and call out charge. Volunteers are not keen to come forward as it appears that although under the Snow Warden scheme, they would be covered by DCC insurance for any incident which occurred following the gritting of the road, they personally do so at their own risk and would be expected to provide the appropriate insurance cover for their own vehicle used to tow the machine. The ideal towing vehicle would be a tractor. The way forward now is for the Parish Council to write to the Highways portfolio holder at County Hall and obtain in writing where the PC stands with regard to public liability, having taken on the current scheme voluntarily. We need to establish whether or not the Parish Council and its Councillors could be sued in the event of an accident. The Parish Council will also have to decide exactly what would be required of a contractor if it is decided to put it out to tender. | |

14 | District Councillor’s Report – item 14 brought forward
Final recommendations have been published regarding the Electoral Review of Teignbridge. The National Grid will be working on some of the pylons between Plymouth and Exeter, starting in April until the end of the year. This does not includes any in the Teign Valley. Mobile phone structure – EE is now operational in the Valley. Broadband provision – Airband is still not operational with the last connections at Christow remaining outstanding. Teignbridge Council tax is increasing by 3.22% which will result in a rise of £5 pa for Band D properties. District Budget – further savings and cuts are likely. Government grants are diminishing. |

10 | Proposed road repairs at Laployd Barton and Neadon Lane – Cllr Hearnden reported that the repair work at Laployd Barton has now been done. The Parish Council is advised that the work at Neadon Lane should be carried out at the end of March | |
11 | Angler’s Cottage – TDV Housing Services has confirmed an Improvement Notice was served under the Housing Ac t 2004 which is due to expire mid February. If the works have not been completed by the relevant date, the owner will be in breach of the notice and the case will be referred to legal services to commence legal proceedings. | |
12 | Further training courses re first aid and defibrillator – an item to be placed in Unity, the website and notice boards to find out if there would be further interest in running additional first aid and defibrillator training courses. | |

13 | Meetings attended by Parish Councillors – Cllr Padgham attended a New Councillor training course at Exeter and reported that she found it ‘riveting’! The course was both interesting and beneficial. Cllr Padgham gave details of a DALC planning training course to be held on 9th March. Details will be circulated to all Councillors. | |

Following a site visit, the Parish Council observed that there are two variations in this retrospective application compared to the original permitted plans. The Parish Council has no objection to the height of the wall above two metres but objects to the decorative feature intended to top the granite facing as it is not in keeping with Devon traditions. |

The Village Hall is only available on a regular basis on a Monday evening and if the meetings were to take place in the afternoon, it is unlikely that the District and County Councillors would be able to attend and their input is valued by the Council.
The monthly Parish Council meetings will therefore remain on Mondays. |

MATTERS ARISING | ||
4 | Minutes–the Parish Council resolved to approve the minutes of the meeting held on 5th December 2016 as a true and accurate record of the meeting. | |
5 | Allotments – whole plot no. 3 has a new tenant on the basis of the first 6 months being rent free as the ground will need a lot of preparation having been vacant for so long. | |

7 | Gritting Machine and treating Bridford Hill – there is concern over the Parish Council’s liability regarding volunteers gritting the road. Volunteers are concerned about the salt getting up under their vehicles.
For various reasons the current Snow Warden has offered his resignation, but would still be willing to assist if necessary. The towable gritter has become very rusty although kept in a barn, the conditions are not ideal, somewhere in the village would be more convenient. We could see if there are grant monies available to purchase another, more robust machine, but the situation would still remain the same as regards to volunteers and the concern about liability. Cllr Evans agreed to makes enquiries with regards to the price of a new gritting machine. The alternative would be to employ a contractor to be on call to grit the hill using their own equipment and who would have their own public liability insurance. The Parish will have to make the best of what it has for this winter, but a decision will have to be made and arrangements in place by the autumn. A specification will be drawn up to decide exactly what is required. Hennock Parish Council is advertising for a Lengthsman. The Clerk will contact Hennock PC to find out the details of what they are asking for and how much they are likely to have to pay for these services. |

8 | Adoption of Telephone Box– BT has confirmed that it will not be possible to leave a phone line in for emergency calls once the phone box has been adopted. The Parish Council agreed that it will continue with the process of adopting for kiosk. | |

10 | Parking around area around Church Steps and The Old Post Office – two responses have been received following the letter that went to all residents in the vicinity. It would appear that the residents do not consider that there is a problem, being happy to work together over parking. Bearing in mind that additional funds are going to be required whatever is decided on the way forward re gritting Bridford Hill, a majority decision was made to increase the amount of precept requested by an additional £1,000 compared to last year. The Parish Council will therefore request the sum of £7,500 from the precept for the year 2017/18. | |

Minutes of a meeting of Bridford Parish Council held at Bridford Village Hall on Monday 5th December 2016 at 7.00pm | ||
Present: Cllrs F Miles (Chairperson), G Hearnden, A Lord, T Evans, E Price, R Dowding, J Padgham, Mrs J P Banks (Clerk) and one member of the public. Cnty Cllr J Brook and Dst Cllr A Ford attended for part of the meeting. | ||

3 | Public Discussion – A member of the public asked when the Bridford Church Carol service was being held. The Clerk will telephone him with the date and time. | |
MATTERS ARISING | ||
4 | Minutes – the Parish Council resolved to approve the minutes of the meeting held on 7th November 2016
as a true and accurate record of the meeting. |

5 | Allotments – nothing further to report. Still three half plots and one full plot vacant. | |
6 | Play Area – the climbing frame has been repaired but the next inspection is likely to recommend replacing it. | |
7 | Defibrillator and Training – The defibrillator is currently in the care of the Chairperson until it can be housed in a permanent position. The recent training presented at the Village Hall by David Wood was of very high quality. Approximately nine people attended. The question was raised as to whether further ongoing training will be offered. When the defibrillator is in its permanent position, this will be considered. | |
8 | Adoption of Telephone Box – BT has advised that the Bridford telephone box is available for adoption. The Clerk will now establish what the next step is towards taking over the box to house the defibrillator and follow the process through. BT did not answer the question regarding whether or not an emergency line could be retained for 999 calls. This needs to be established. | |
9 | Village Garden – the solicitor has advised that whilst documentation has been received from one of the executors, no response has yet been received from the other. The Chairperson will get in touch with the family to try and get things moving. The Clerk confirmed that once under the ownership of the Parish Council. the Village Garden will be included under its insurance to provide public liability cover. | |

Dst Cllr Amanda Ford joined the meeting. She was welcomed by the Chairperson and invited to speak | ||
Cllr Ford offered her support with the process of adopting the phone box and trying to retain the line for emergency calls. There is no further information regarding Broadband or confirmation when Air Band will go live. Cllr Ford again re-iterated that she is against the pay rise for Teignbridge District Council’s CEO and had no part in the decision. It is currently being looked into. Cllr Ford opposed the Council Tax Reduction Scheme and as a result this will be put back to Executive. She met with Mark Easton the PCSO for our area and was shocked at the amount of cover provided for a very large area. Teignbridge Action on Homelessness is being discussed at the meeting this week and Cllr Ford will report back following the meeting. Cllr Dowding asked if the Dartmoor new local plan had been raised at Teignbridge. The Chairperson briefly explained Bridford Parish Council’s thoughts and response to the consultation. | ||

10 | Meetings attended by Parish Councillors – Cllr Padgham attended one of the Devon Highways Conferences and gave a brief resume. DCC has a new contractor – Skanska. There is a £20m shortfall in Highways. Out of four hundred villages, only twenty have signed up to join the Road Warden scheme, whilst forty-four now have Snow Wardens. At this point, Cllr Dowding reported having heard from the farm manager at Seven Acre Farm that the gritter appears to be seized up having had salt left in it since last winter. This needs to be serviced as a matter of urgency and arrangements will be made to establish the state of the machine and to get it back in working order.

Cllr Brook apologised for any confusion regarding the situation with NHS Consultations in Devon and confirmed that the consultation only applies to North Devon at the moment. He confirmed that the Bridford comes under South Devon and South Hams with regard to the NHS. Cllr Brook spoke highly of the
DCC leader who has the job of re-juggling limited funds. At a DCC meeting this week, Councillors will lobby the Government for extra funding for Social Care. Health is a very serious problem and solutions must be found. Cllr Brook enquired what the state of Bridford Hill has been like during the recent cold weather. It was confirmed that the Hill had been gritted under the “secondary gritting route” plan on one occasion. A Parish Councillor mentioned the problems being experienced in trying to get the official training organised for our volunteer Snow Warden. Cllr Brook thought that this could be provided by an existing Snow Warden who had already received the briefing and offered to find out. The Parish Council has already chased up DCC many times and will try again.. |

Cllr Dowding wished to bring to the attention of the meeting, an ‘eyesore’ on Pound Lane at Seven View, considered to be a distraction to motorists. The Parish Council has previously supported planning applications for ‘appropriate building’ here and queries the current situation, at first deciding to write to DNPA but after discussion, considering that a meeting with the property owners first, would be favourable. The owners will be contacted to try and arrange this. | ||

The Parish Council resolved to approve the accounts and authorise the expenditure. Cllr Dowding, having
been delegated by the Chairperson, checked the invoices to the cheque book and the reconciliation to the bank statement. |

21 | Budget for 2017/18 – the draft budget was circulated to Parish Councillors prior to the meeting. Cllr Dowding did not think that the layout of the figures was very easy to understand and offered to re-do the figures in a more ‘user friendly’ format. The Clerk is happy to liaise with him over this and the budget will be on the January agenda again for discussion and a decision on the amount of precept required for 2017/18. Cllr Evans suggested that this figure should be increased considerably to enable the Parish
Council to engage the services of a contractor to grit Bridford Hill. The Chairperson asked Cllr Evans to find out how much this would cost. |

Annual Review of Bridford Parish Council’s Standing Orders – the Chairperson identified some typing errors and queried one part of the document which was then accepted and signed by the Chairman and the Clerk. Future reviews of the Parish Council’s Standing Orders will take place at the Annual Parish Council Meeting in May. | ||

26 | DNPA New Local Plan – the Parish Council having had two separate meetings to discuss the Consultation was asked by the Chairperson if it wished to discuss Governance at that point and add it to the Consultation or discuss it separately . The decision was made with 100% in favour to discuss the subject of Governance separately and the Parish Council then resolved to agree to forward its ‘Response to the Consultation’ to DNPA in its agreed format. | |
27 | Governance – the question was raised whether DNPA members should be appointed or should we be able to vote for the people who govern us. Various views were put forward by individual Parish Councillors. The Chairperson suggested that thought should be given to this subject prior to the next Council meeting and put on the January agenda. | |
28 | Anglers Cottage – the formal notice requiring the owner to carry out repair works by a specified date is due to expire in the new year. Devon Building Control continues to periodically monitor the building which is not currently thought to be dangerous and it is not considered that urgent works are required.
The Parish Council will request that the building is inspected at least three monthly. TDC to be asked if the property does become considered dangerous, if there is any further recourse such as a compulsory purchase order. |

Local Energy Advice Project – LEAP – a home visit scheme designed to give households support to help lift them permanently from fuel poverty. Training course at Exeter 7th December. The Parish Council did not consider that it was appropriate to take this on but would be keen to receive any further information or advertising material. South Devon Coastal Local Action Group (SDC LAG) and Greater Dartmoor Local Enterprise Action Fund (GD LEAF) Funding Programmes – details to be published in Unity and on the website. |

32 | Public Discussion – Cllr Price advised that she has cancelled the next textile collection as there is insufficient in the container to warrant it. A Parishioner asked for more information about the SDC LAG and GD LEAF schemes and was give a copy of the details which were advised to the Parish Council.
A Parishioner advised that he wished to volunteer to assist the Woodland Park and was given the names of the appropriate people to get in touch with. |
