BRIDFORD PARISH COUNCIL
Minutes of the meeting of Bridford Parish Council held at Bridford Village Hall Monday 11th March 2013 at 7.00pm.
Present: Cllrs S Purser (Chairman), G Hearnden, E Price, A Lord, J Bingham, Mrs J P Banks, (Clerk)
Cllr D Goodwin-Hughes joined the meeting at 7.20pm. No members of the public were present.

Public Discussion – there were no items for public discussion
MATTER ARISING
Minutes – the Parish Council resolved to approve the minutes of the Parish Council meeting held on 4th February 2013 as a true and accurate record of the meeting.
Allotments – plot 2b now has a new paid up tenant. One half plot still remains vacant.
Play Area – the annual inspection will take place during March 2013. There are still maintenance jobs (mostly painting and treatment work) to be done following the last inspection and these together with any other issues highlighted during this month’s  inspection will be dealt with when the weather improves.
Village Hall – the improvements have now been completed. The Parish Council is appreciative of all the work that has been done both by contractors and volunteers and asked Cllr Lord to pass on its thanks to the Village Hall committee.
Bridford’s website – there is nothing new to report. Nobody has responded to the Parish Council’s plea for volunteers to set up / maintain a website. Another item will be put in the next edition of Unity. A comment was made that no website at all would be better than having one that is not kept up to date.
Bus Shelter cleaning – the Parish Council has written and followed up its request to TDC to ask if the Parish Sweeper could include the sweeping of the bus shelter within his remit. There has been no response to date.
Suggested proposal to widen the junction of Pound Lane with B3193 – DCC has responded to the Parish Council’s letter stating that statistics show no accidents or incidents recorded at the location and therefore any work as suggested cannot be justified.

Meetings Attended by any members of the Parish Council – Cllr Bingham attended a New Parish Councillor’s training course in February.
PLANNING
Items for Discussion
The Old Rectory, Bridford re proposed alterations and reconstruction of wall incorporating gates, full planning permission and listed building consent (DNPA ref 0085/13). The Parish Council fully supports this application and is pleased to see a historic feature being reinstated
using traditional materials.

Statement of Financial Control – the Parish Council resolved to adopt the Statement

of Financial Control and revised Financial Regulations subject to minor amendments.
16 Account balances as at 26th February 2013 – current account £2,647.54 and deposit account
£2,886.34 (balances include £1,557.20 earmarked for Play Area and £25 Christmas tree expenses)
Balances allow for all expenditure and income detailed below.

The Parish Council resolved to accept the accounts and approve the expenditure. The
Chairman checked the invoices to the cheque book and the reconciliation to the bank
statement.
18a PAYE – the Clerk confirmed that reporting rules to HMRC will change to monthly w.e.f.
6th April 2013. The appropriate software programme will be downloaded from the HMRC Website.

19 Teign Tennis Trust – AGM 27 March 2013 at TVCH. Cllr Purser hopes to attend.

Boundary Commission n Review – date of next review postponed until 2018
Devon Senior Voice – Healthwatch which will be in place by 1 April 2013 is being established at a local and national level as part of the new Health and Social Care Act. Healthwatch Devon will sit on DCC’s newly formed Health and Wellbeing Board, drawing on the evidence of people’s real experiences to help shape services.

Free Localism event organised by TDC and Teignbridge CVS 27 March 2013 at TDC Council
Chamber 1 – 4pm
Notification of changes to Ashburton and Chudleigh Neighbourhood Police teams.
District Councillors Report from Dst Cllr Stephen Purser. The budgets have now been agreed. DCC and Teignbridge elements will remain the same. The Parish Councils, police and fire services are increased. Council tax can now be paid over 12 months instead of 10.
“Plan Teignbridge” is now not likely to be in place until June. £2.5m has been earmarked for the refurbishment of the Carlton Theatre at Teignmouth. £1.6m has been allotted to industrial units at Broadmeadow, Teignmouth. The source of these funds is monies from Morrison’s re the purchase of land at Broadmeadow.
Public Discussion
A Parish Councillor has concerns over current building works on Pound Lane, where

materials are sticking out into the road. Cllr Purser will speak with the property owner.
Trees at the top of Pound Lane – the sides of the hedge have already been cut back. The Clerk will ask the contractor to cut the top to bring the trees down in line with the top of the hedge. This will need to be done within the next fortnight or wait until the autumn.
Footpath between Burnicombe and Lowton – there is no access due to an obstruction. The matter will be referred to Simon Lee at DNPA.
