Bridford Parish Council minute of meeting 1st December 2014

Minutes of a meeting of Bridford Parish Council held at Bridford Village Hall   Monday 1st December 2014 at 7.00pm.

Present: Cllrs S Purser (Chairman), G Hearnden, E Price, A Lord, J. Bingham, F Miles, Mrs J P Banks (Clerk), Matt Jones (Chairman of Bridford Trust).   No other members of the public were present.

  • Declarations of Interest – none
  • Public Discussion – a Parish Councillor reported that a number of old television sets have been dumped by the electricity sub station at the junction of Neadon Lane.  Teignbridge will be requested to remove them.

A Parishioner has asked, via one of the Councillors, if the Council can make arrangements to cut back an overgrown tree adjacent to his property.  Cllr Price will try and ascertain exactly where the tree is and report back at the next meeting.

MATTER ARISING

  • Minutes – the Parish Council resolved to approve the minutes of the Parish Council meeting held on November 10th 2014 as a true and accurate record of the meeting.

5     Allotments – arrangements have been made to cut back the blackthorn hedge at the top of the allotment ground.  Plot 3 remains vacant and will continue to be advertised.  Two annual rents remain outstanding.

6     Play Area – the plastic goal posts left on the grass have now been removed.   The tennis sessions have been moved to the village hall, so insurance is not now an issue.

7     Village Hall  – nothing new to report.

8     Snow Warden – arrangements in hand for training for Adrian Finding, the new Snow Warden.

ANY OTHER MATTERS ARISING

  • Meetings Attended – The Chairman attended a recent TALC meeting where finance and budgets were on the agenda. John Hart, leader of DCC spoke about ongoing cuts and savings. Concern was expressed about grit bins not being replenished.  Lesley Tucker from TDC spoke about precepts and the top up grant.

The Chairman also attended the DNPA Forum.  The new DNPA Chairman Peter Harper gave a resume and update.  A representative from DCC Highways spoke about footpaths.  An ecologist spoke about cuckoos, sensors and tracking them as far as Nigeria and back.  A question and answer session followed at which our Chairman commented that Park members were never seen at local Parish Council meeting.

Cllr Price attended the consultation meeting concerning Fingle Wood.  Plans are going ahead to open part of the area to the public, but parking will be a problem.

The Chairman suspended standing orders to allow Matt Jones, Chairman of the Bridford Trust to address the meeting.

10    Matt wished to advise the Parish Council that he has been contacted by Ugbrooke Environmental who provided the Bridford Trust, (through landfill tax credits) with 90% of the purchase money for the Woodland Park.   Ugbrooke Environmental has been funded through Viridor Credits, but this has recently been stopped and Ugbrooke Environmental is now in a period of ‘managed closure’.   As part of this closure, the company has written to Bridford Trust to request the following:

  • agreement to the change of name on the funding agreement from Ugbrooke Environmental to Virador Credits
  • agreement to the change of name linked to the land title (on the land registry) from Ugbrooke Environmental to Viridor Credit

Bridford Trust would require legal representation to oversee these changes which the Trust cannot afford to pay.  Ugbrooke Environmental is checking with Viridor Credits as to whether funds are available to cover these costs.

11   Lower Neadon Cottage, Bridford – re demolition of existing utility and garage to rear of existing house and erection of single storey extension (DNPA ref. 0652/14).  Following a site visit, the Parish Council commented as follows: “The Parish Council fully supports this application.  This is a modern contemporary design which will fit well with the proposed  location.  The extension will not be visible from the road and not overlook or be overbearing on the neighbour.”

12    Lower Lowton Farm, Bridford – Erection of agricultural livestock building (314sqn)  (DNPA ref. 0656/14).  Following a site visit, the Parish Council commented as follows: “The Parish Council fully supports this application.  The Parish Council is disappointed to understand that the preferred location adjacent to the other barn is not available due to the incorrect mapping of the footpaths and that to correct this inaccuracy would entail several years of bureaucracy and cost to the applicant through no fault of their own,  Sadly it appears a common sense and practical correction cannot easily be made.”

  • Budget 2015 /16 – the Parish Council discussed and agreed the draft budget figures for 2015/16.  The amount required from the precept will remain the same as last year i.e. £6,500 to include the top up grant from TDC.

20   Replacement computer – the Parish Council resolved to authorise the Clerk to purchase a new computer using funds already earmarked for this purpose towards the cost.

FOR INFORMATION

22   Warnings – Police are investigating the theft of two chainsaws in Chudleigh which were stolen while being unloaded from a van.   Scam telephone cold calling is currently doing the rounds whereby the caller will state that your bank account has been compromised and request that funds are transferred into a new ‘safe account’   Anyone with any information should contact the police using the non emergency 101 telephone number.

24   District Councillors Report – Dst Cllr Purser announced that the road repairs at Lyneham  are due to be completed by 17th December.  The IT arrangement between the District Councils is up and running.  A ‘memorandum of understanding’ has been signed by all three Councils. Ways of working and use of funds and possible amalgamations will be discussed. The permanent Travellers Site on Haldon has been completed and those who have booked are due to move on to the new site.  Those left on the old unauthorised site will be asked to leave to allow it to be restored.

25    Public Discussion – Cllr Price asked on behalf of the Tree Warden if the Parish Council would authorise a working party of volunteers to cut back the trees in the hedge at the top of Bridford Hill.   The Parish Council was happy to agree to this.

The Chairman wished everyone a Happy Christmas and thanked the Clerk for providing the homemade mince pies and cream!

Minutes of a meeting of Bridford Parish Council held at Bridford Village Hall, originally scheduled for Monday September 1st, but due to unforeseen circumstances held on Monday 8th September 2014 at 7.00pm. Present: Cllrs S Purser (Chairman), A Lord, J Bingham, E Price, F Miles, Mrs J P Banks (Clerk). Cllr G Hearnden joined the meeting at 7.15pm and Cllr T Evans at 7.25pm.  No members of the public were in attendance.

MATTER ARISING 4   Minutes – the Parish Council resolved to approve the minutes of the Parish Council meeting held on 4th August  2014 as a true and accurate record of the meeting. 5     Allotments   – there has been no interest in the vacant allotment.  It will continue to be advertised in Unity magazine. 6     Play Area – the basketball court has been marked out by a local resident.  No reimbursement required. 7   Village Hall –  two new prospective committee members attended the meeting on 14th August and were co-opted on to the committee at the AGM on 5th September.  There is talk of running a youth club, but suitable volunteers will be required who will need to be CRB checked. 8     Snow Warden – there is a possible volunteer, Cllr Price will have a chat with them.  The post will still continue to be advertised in Unity magazine. Residents advised to be vigilant.  Any information should be reported on the 101 telephone number. 31   Any items for information received since the publication of the agenda – none 32 District Councillors Report – one of the big current issues is a strata which will be a locally owned company by Teignbridge, Exeter and East Devon.  Will involve buying in / shared 76 facilities, all having the same kit.  A plan to modify a waste plant behind Old Forde House involving re-opening a road not used before, has been deferred to enable Overview & Scrutiny to obtain a proper report.  Plan Teignbridge – Abbotskerwell has taken a legal challenge against the plan and if successful, the plan could be thrown out. 33   Public Discussion – A Parish Councillor asked what is happening with the BT Fibre Optic Work.   This is still ongoing with work taking place at Christow and Longdown. Minutes of a meeting of Bridford Parish Council held at Bridford Village Hall August 4 2014 at 7.00pm.Present: Cllrs G Hearnden (Acting Chairman), J Bingham, A Lord, E Price, F Miles, Mrs J P Banks (Clerk).  No members of the public were present.

3     Public Discussion –  A Parish Councillor mentioned that all the hedges need cutting.  This is the responsibility of the farmers / landowners and is unlikely to be undertaken yet.

The subject of the dangerous junction at the bottom of Pound Lane / B3193 was raised again.  The Parish Council has written to DCC but no action is considered necessary as there are no recorded accidents in this location.

MATTER ARISING

4   Minutes – the Parish Council resolved to approve and accept the minutes of the Parish Council meeting held on 7 July  2014 as a true and accurate record of the meeting.

5     Allotments – plot 3 has now been cut back and treated with weed killer and all the rubbish removed.  There is black plastic ground cover in the shed.  The Parish Council agreed that should be put down to prevent the weeds growing again.  There is currently no interest from anyone wishing to take on an allotment.  The Clerk will arrange for the allotments to be judged.  The Bridford Best Kept Allotment trophy will be presented at Christow Show on 16th August.

6     Play Area  – it has been reported that drinking has been observed at the Play Area at night, there is also evidence of there having been a camp fire.    The Clerk has been approached to find out if the second goal post can be put back up.  This request has come from adults who wish to play football, who currently use the basketball court and who would like to mark out the lines on the court and have requested a template to do this at a cost of approximately £75.  The Parish Council engaged in a lengthy discussion and considered that whilst there was no harm in the basketball court being used by youths / adults, comments have been received that families have found their presence, at times, intimidating.   The Parish Council concluded that for youths / adults to be kicking a football towards the swings (where the second goal post would be and children may be playing) would constitute a safety issue.   Whilst it is appreciated  that there is no provision for older youths and adults, the Play Area is first and foremost meant for children.  The Clerk will contact TDC and also the insurance company, to find out what if any, rules and regulations there are relating to Play Areas and if there is an age restriction for their use.

Skateboard track – the Clerk asked for confirmation whether the Parish Council wanted the holes filled in and confirmed that the area of 10′ x 5′ would require approximately ten bags of tarmac.  The Parish Council confirmed that there are funds earmarked for use at the Play Area and authorised the work to be carried out.

The resident in the end bungalow adjoining the Play Area contacted  the Clerk to ask for the net behind the goal post which had been pulled down children to be reinstated.  To prevent any damage to the gentleman’s garden by balls being kicked over the wall, this was undertaken immediately.  The Parish Council was happy to authorise this in retrospect.

7   Village Hall – the last meeting was cancelled.  Future regular meetings will be held on the second Tuesday of alternate months, the next one being 12th August and the AGM in September,

8     Snow Warden – nobody has come forward to fill this volunteer vacancy.  A further item will be put in Unity and posters put around the village.   Cllr Price has offered to approach somebody who she thinks may be willing to take it on.   DCC has confirmed it will go through the basic training with anybody taking over the role

8a   Footpath at Heltor – The Parish Council was notified that the path from the road to Heltor was Overgrown.  The DNPA ranger has confirmed that this has now been cut back.

The first three items were circulated to Parish Councillors and dealt with between meeting due to the short timescales for a response.

  • Middle Westcott Farm, Moretonhampstead – re proposed temporary agricultural dwelling for use in connection with livestock enterprises on adjacent land and building, plus provision of new track (DNPA ref. 0358/14).  “The Parish Council objects to this application, the temporary dwelling would be a visual intrusion in the open countryside.  Any dwelling should be in close proximity  to the existing  Westcott settlement.  The applicants own considerable land holding elsewhere on which they have permission for eight houses, one of which we think would be more suitable as a base.  The acreage owned at Westcott is severely disadvantaged land and the Parish Council questions the financial viability of this as a stand alone unit.  The Parish Council also questions the proposed stocking levels for SDA land and therefore the functional need for a dwelling.  It also notes that the barn has not yet been built.”

11   Venn Bridge Farm, Bridford – re proposed extension to existing agricultural building (DNPAref 0373/14) “No objections”.

12    Green Barn, Bridford – re proposed repair and alteration of an existing garden building. (DNPA ref 0368/14)  “The Parish Council has no objection to the restoration and renovation of this listed barn.  The Parish Council notes that there is no proposed change of use.”

13    Venn Bridge Yard, Teign Valley Road, Bridford – re proposed change of use of 250sqm of agricultural building and 250sqm of its curtilage to storage purposes for motor vehicles, building materials, tools and other equipment (DNPA ref 0412/14).  Comments and discussion deferred pending a site visit.

14    Pound Cottage, Bridford – re proposed extension and alterations to dwelling (DNPA ref 0399/14).  “The Parish Council supports this application.”

Review of polling places and designated polling stations – the Parish Council agreed that the Bridford’s designated polling station at the Village Hall is satisfactory.

21   Steps Bridge – at the recent Three Parishes Meeting, concern was raised that saplings/trees are beginning to grow out of the stonework at the bridge at Steps Bridge.   DCC Bridge Maintenance has advised that this is a common problem with larger structures where access is difficult to remove these at normal inspections. The situation is monitored at the biennial inspections and works undertaken when required.  Because of the access constraints these works are undertaken in batches to minimise costs.  It is likely that these works will be undertaken in the next financial year.
